BellSouth portion of a designed/non-designed unbundled Loop (e.g., UVL-SL2,
UCL-D, UVL-SL1, UCL-ND, etc.) before reporting repair to the UNE Customer
Wholesale Interconnection Network Services (CWINS) Center. Upon request
from BellSouth at the time of the trouble report, TC SYSTEMS will be required to
provide the results of the TC SYSTEMS test which indicate a problem on the
BellSouth provided Loop.
2.1.6.2 Once TC SYSTEMS has isolated a trouble to the BellSouth provided Loop, and
had issued a trouble report to BellSouth on the Loop, BellSouth will take the
actions necessary to repair the Loop if a trouble actually exists. BellSouth will
repair these Loops in the same time frames that BellSouth repairs similarly situated
Loops to its end users.
2.1.6.3 If TC SYSTEMS reports a trouble on a non-designed or designed Loop and no
trouble actually exists, BellSouth will charge TC SYSTEMS for any dispatching
and testing (both inside and outside the CO) required by BellSouth in order to
confirm the Loop’s working status.
2.1.6.4 In the event BellSouth must dispatch to the end user’s location more than once
due to incorrect or incomplete information provided by TC SYSTEMS (e.g.,
incomplete address, incorrect contact name/number, etc.), BellSouth will bill TC
SYSTEMS for each additional dispatch required to repair the circuit due to the
incorrect/incomplete information provided. In the event that BellSouth technician
misreads, misconnects, mislabels, etc., and is required to redispatch to complete
the order, BellSouth shall bear the cost of the redispatch. BellSouth will assess the
applicable Maintenance of Service rates as set forth in Exhibit 1 of section 2.1.5.2.
2.1.7 Order Coordination and Order Coordination-Time Specific
2.1.7.1 “Order Coordination” (OC) allows BellSouth and TC SYSTEMS to coordinate
the installation of the SL2 Loops, Unbundled Digital Loops (UDL) and other
Loops where OC may be purchased as an option, to TC SYSTEMS’s facilities to
limit end user service outage. OC is available when the Loop is provisioned over
an existing circuit that is currently providing service to the end user. OC for
physical conversions will be scheduled at BellSouth’s discretion during normal
working hours on the committed due date. OC shall be provided in accordance
with the chart set forth below.
2.1.7.2 “Order Coordination – Time Specific” (OC-TS) allows TC SYSTEMS to order a
specific time for OC to take place. BellSouth will make every effort to
accommodate TC SYSTEMS’s specific conversion time request. However,
BellSouth reserves the right to negotiate with TC SYSTEMS a conversion time
based on load and appointment control when necessary. This OC-TS is a
chargeable option for all Loops except Unbundled Copper Loops (UCL) and is
