subsidiary or affiliate, where technically feasible, or to any other Party to which each<br />

Party provides local interconnection.<br />

4.4 Common Channel Signaling.<br />

4.4.1 Signaling<br />

4.4.1.1 Bell<strong>South</strong> shall offer access to signaling and access to Bell<strong>South</strong>’s signaling<br />

databases at the rates set forth in Attachment 3. Available signaling elements include<br />

signaling links, signal transfer points and service control points. Signaling<br />

functionality will be available with both A-link and B-link connectivity.<br />

4.4.1.2 When <strong>TC</strong> SYTEMS purchases unbundled local switching from Bell<strong>South</strong>,<br />

Bell<strong>South</strong> must provide <strong>TC</strong> SYTEMS with unbundled access to Bell<strong>South</strong>’s<br />

signaling network at no additional charge or network infrastructure requirement.<br />

Where <strong>TC</strong> SYTEMS is a facilities based carrier looking to purchase access to<br />

Bell<strong>South</strong>’s signaling network, <strong>TC</strong> SYTEMS shall purchase the appropriate network<br />

components from Bell<strong>South</strong> at a market-based rate.<br />

4.4.1.3 When <strong>TC</strong> SYTEMS provides its own signaling or obtains signaling service from a<br />

third party provider, Bell<strong>South</strong> is obliged to provide seamless interconnection<br />

between its signaling network and that of <strong>TC</strong> SYTEMS or the alternative<br />

supplier(s).<br />

4.4.1.4 Signaling Link Transport<br />

4.4.1.4.1 Signaling Link Transport is a set of two (2) or four (4) dedicated 56 kbps<br />

transmission paths between <strong>TC</strong> SYTEMS designated Signaling Points of<br />

Interconnection that provide appropriate physical diversity.<br />

4.4.2 SS7<br />

4.4.2.1 When technically feasible and upon request by <strong>TC</strong> SYTEMS, SS7 AIN Access shall<br />

be made available in association with switching. SS7 AIN Access is the provisioning<br />

of AIN 0.1 triggers in an equipped Bell<strong>South</strong> local switch and interconnection of the<br />

Bell<strong>South</strong> SS7 network with <strong>TC</strong> SYTEMS’s SS7 network to exchange <strong>TC</strong>AP<br />

queries and responses with a <strong>TC</strong> SYTEMS SCP.<br />

4.4.2.2 SS7 AIN Access shall provide <strong>TC</strong> SYTEMS SCP access to an equipped Bell<strong>South</strong><br />

local switch via interconnection of Bell<strong>South</strong>'s SS7 and <strong>TC</strong> SYTEMS SS7<br />

Networks. Bell<strong>South</strong> shall offer SS7 AIN Access through its STPs. If Bell<strong>South</strong><br />

requires a mediation device on any part of its network specific to this form of access,<br />

Bell<strong>South</strong> must route its messages in the same manner. The interconnection<br />

arrangement shall result in the Bell<strong>South</strong> local switch recognizing the <strong>TC</strong> SYTEMS<br />

SCP as at least at parity with Bell<strong>South</strong>’s SCPs in terms of interfaces, performance<br />

and capabilities.<br />
