2.8.2.3.1 If <strong>TC</strong> SYSTEMS requests a UCSL and a non-loaded pair is not available, <strong>TC</strong><br />

SYSTEMS may order unbundled subloop modification on an existing facility. If<br />

load coils are removed from any existing subloop, that subloop will be classified as<br />

a UCSL. <strong>TC</strong> SYSTEMS may order, at its option the LMU, at the applicable rates,<br />

to determine what Loop modifications will be required, and should <strong>TC</strong> SYSTEMS<br />

request a Loop that requires modification, <strong>TC</strong> SYSTEMS will be charged the<br />

applicable rate for that Loop modification.<br />

2.8.2.4 Unbundled Sub-Loop Distribution – Intrabuilding Network Cable (USLD-INC) is<br />

the distribution facility owned or controlled by Bell<strong>South</strong> inside a building or<br />

between buildings on the same property that is not separated by a public street or<br />

road. USLD-INC includes the facility from the cross connect device which will be<br />

at or near the Minimum Point of Entry (MPOE) or in the building equipment<br />

room, as applicable, up to and including the Loop demarcation point on an end<br />

user’s premises.<br />

2.8.2.4.1 Upon request for USLD-INC from <strong>TC</strong> SYSTEMS, Bell<strong>South</strong> will install a cross<br />

connect panel which will be at or near the Minimum Point of Entry (MPOE) or in<br />

the building equipment room, as applicable, for the purpose of accessing USLD-<br />

INC pairs. The cross connect panel will function as a single point of<br />

interconnection (SPOI) for USLD-INC and will be accessible by multiple carriers<br />

as space permits. Bell<strong>South</strong> will place cross-connect blocks for <strong>TC</strong> SYSTEMS’s<br />

use on this cross-connect panel. <strong>TC</strong> SYSTEMS will be responsible for connecting<br />

its facilities to the cross-connect block(s).<br />

2.8.2.5 For access to USLD and UCSL, <strong>TC</strong> SYSTEMS shall install a cable to the<br />

Bell<strong>South</strong> cross-box in the field to provide continuity to <strong>TC</strong> SYSTEMS’s feeder<br />

facilities pursuant to the terms and conditions for physical collocation for remote<br />

sites set forth in this Agreement. At <strong>TC</strong> SYSTEMS’s option, this cable would be<br />

connected in a nondiscriminatory manner by an <strong>TC</strong> SYSTEMS or Bell<strong>South</strong><br />

technician within the Bell<strong>South</strong> cross-box during the set-up process. <strong>TC</strong><br />

SYSTEMS’s cable pairs can then be connected to Bell<strong>South</strong>’s USLD within the<br />

Bell<strong>South</strong> cross-box by the technician.<br />

2.8.2.6 Through the SI process, Bell<strong>South</strong> will determine whether access to Unbundled<br />

Sub-Loops at the location requested by <strong>TC</strong> SYSTEMS is technically feasible and<br />

whether sufficient capacity exists in the cross-box. If existing capacity is sufficient<br />

to meet <strong>TC</strong> SYSTEMS’s request, Bell<strong>South</strong> will perform the set-up as set forth in<br />

the CLEC Information Package.<br />

2.8.2.7 The site set-up must be completed before <strong>TC</strong> SYSTEMS can order sub-loop<br />

pairs. For the site set-up in a Bell<strong>South</strong> cross-connect box in the field, Bell<strong>South</strong><br />

will perform the necessary work to splice <strong>TC</strong> SYSTEMS’s cable into the crossconnect<br />

box. For the site set-up inside a building equipment room, Bell<strong>South</strong> will<br />

perform the necessary work to install the cross-connect panel and the connecting<br />
