1.4 Bell<strong>South</strong> will provide <strong>TC</strong> SYSTEMS with access to its OSS twenty-four (24)<br />

hours a day, seven (7) days a week, less reasonable periods required for regular<br />

maintenance and scheduled downtime. Bell<strong>South</strong> will use its best efforts to<br />

perform maintenance and to schedule downtime during evening hours and on<br />

weekends, and will post its scheduled downtime on the Bell<strong>South</strong><br />

interconnection website. Any changes to Bell<strong>South</strong>’s downtime schedule, as<br />

listed on its interconnection website, shall be subject to the CCP as provided in<br />

Section 1.6 of this Attachment. At a minimum, Bell<strong>South</strong> shall provide <strong>TC</strong><br />

SYSTEMS fifteen (15) calendar days advance notice of any scheduled<br />

maintenance.<br />

1.5 The Parties will provide to each other a Single Point of Contact (“SPOC”) to<br />

provide technical support for the OSS described herein. The Parties will<br />

provide to each other a toll-free nationwide telephone number (operational<br />

during the same hours as the Parties provide to their own end user customers)<br />

which will be answered by capable staff trained to answer questions and<br />

resolve problems in connection with the ordering and provisioning of<br />

Bell<strong>South</strong> Services and Elements.<br />

1.6 The Parties agree that the current Change Control Process (“CCP”) will be<br />

used to manage the OSS as described below. <strong>TC</strong> SYSTEMS and Bell<strong>South</strong><br />

agree to comply with the provisions of the current Change Control Process.<br />

The provisions of the documented CCP may be amended from time to time<br />

with concurrence from the CLEC participants as provided for in the CCP<br />

guidelines, and are incorporated herein by reference. Generally, the CCP will<br />

administer changes to existing electronic interfaces, the introduction of new<br />

electronic interfaces, the retirement of old electronic interfaces, associated<br />

manual process improvements, and associated testing and documentation<br />

relevant to all change management processes. The process will define a<br />

procedure for resolution of CCP disputes. Documentation of the CCP, as well<br />

as that of related information and processes, will be clearly organized and<br />

readily accessible to <strong>TC</strong> SYSTEMS at Bell<strong>South</strong>'s interconnection website.<br />

1.7 The service standards, measurements and performance incentives applicable to<br />

the interfaces are set forth in Attachment 9 of this Agreement, incorporated<br />

herein by this reference.<br />

1.8 <strong>TC</strong> SYSTEMS and Bell<strong>South</strong> will utilize standard industry formats and data<br />

elements developed by the Alliance for Telecommunications Industry Solutions<br />

(“ATIS”), including without limitation to the Ordering and Billing Forum<br />

(“OBF”) (“ATIS and its associated committees”). Where standard industry<br />

formats and data elements are not developed by ATIS and its associated<br />

committees, <strong>TC</strong> SYSTEMS and Bell<strong>South</strong> will use the Change Control<br />

Process to address the specific format or data element requirements. When an<br />

ATIS and its associated committees standard or format is subsequently<br />

adopted, the Parties will utilize the Change Control Process to determine<br />
