1.1.1 This Section describes the requirements for Bell<strong>South</strong> to bill and record all<br />

charges <strong>TC</strong> SYSTEMS incurs for purchasing: (a) telecommunications services<br />

that Bell<strong>South</strong> currently provides, or may offer hereafter for resale;<br />

(b) interconnection of Bell<strong>South</strong>’s network to <strong>TC</strong> SYSTEMS’s network;<br />

(c) certain unbundled Network Elements and certain combinations of such<br />

unbundled Network Elements (Network Elements and Combinations) (resale,<br />

interconnection, Network Elements and Combinations shall collectively be<br />

referred to as “Billed Services”); and to provide Meet Point Billing and<br />

Mutual Compensation.<br />

1.1.2 After receiving certification as a local exchange company from the<br />

appropriate regulatory agency, <strong>TC</strong> SYSTEMS will provide the appropriate<br />

Bell<strong>South</strong> service center the necessary documentation in order for Bell<strong>South</strong><br />

to establish service for <strong>TC</strong> SYSTEMS.<br />

1.1.3 Notices. Notwithstanding anything to the contrary in this Agreement, all bills<br />

and notices regarding billing matters, including notices relating to security<br />

deposits, disconnection of services for nonpayment of charges, and rejection<br />

of additional orders from <strong>TC</strong> SYSTEMS, shall be forwarded to the individual<br />

and/or addresses provided by <strong>TC</strong> SYSTEMS in establishment of its billing<br />

account(s) with Bell<strong>South</strong>, or to the individual and/or addresses subsequently<br />

provided by <strong>TC</strong> SYSTEMS as the contact for billing information. <strong>TC</strong><br />

SYSTEMS may not request more than one address per billing account<br />

number. All monthly bills and notices described in this Section shall be<br />

forwarded to the same individual and/or address; provided, however, upon<br />

written request from <strong>TC</strong> SYSTEMS to Bell<strong>South</strong>'s billing organization, the<br />

notice of discontinuance of services purchased by <strong>TC</strong> SYSTEMS under this<br />

Agreement provided for in Section 1.15 of this Attachment shall be sent via<br />

certified mail to the individual(s) listed in the Notices provision of the General<br />

Terms and Conditions of this Agreement.<br />

1.1.4 After submitting a credit profile and deposit, if required, and after receiving<br />

certification as a local exchange carrier from the appropriate regulatory<br />

agency, <strong>TC</strong> SYSTEMS will provide the appropriate Bell<strong>South</strong> advisory<br />

team/local contract manager the necessary documentation to enable Bell<strong>South</strong><br />

to establish accounts for Local Interconnection, Network Elements and Other<br />

Services, Collocation and/or resold services. Such documentation shall<br />

include the Application for Master Account, if applicable, proof of authority<br />

to provide telecommunications services, the appropriate Operating Company<br />

Numbers (OCN) for each state as assigned by the National Exchange Carriers<br />

CCCS 330 of 433
