SYSTEMS will serve such end users by unbundled Loops and number portability<br />

(hereinafter referred to as “Hot Cuts”). Both Parties agree that these procedures<br />

may need to be refined or augmented if necessary as experience in ordering and<br />

provisioning Hot Cuts is gained. Changes to the Hot Cut procedures should be<br />

implemented through the CLEC User Group and are subject to resolution through<br />

the dispute resolution process set forth in Section 16 of the General Terms and<br />

Conditions.<br />

2.1.10.1.1 Except as otherwise agreed by the Parties, the time intervals for Hot Cuts shall be<br />

monitored and shall conform to the performance standards and consequences for<br />

failure to meet the specified standards as reflected in Attachment 9 of this<br />

Agreement, which is incorporated herein by this reference.<br />

2.1.10.1.2 The following coordination procedures shall apply when Bell<strong>South</strong> retail service is<br />

being converted to service to be provided by <strong>TC</strong> SYSTEMS utilizing a<br />

coordinated SL1 or SL2 local Loop provided by Bell<strong>South</strong> to <strong>TC</strong> SYSTEMS with<br />

Local Number Portability (LNP), incorporated herein by this reference).<br />

2.1.10.1.3 <strong>TC</strong> SYSTEMS shall order Services and Elements as set forth in this Attachment 2<br />

and Bell<strong>South</strong> shall provide a Firm Order Confirmation (“FOC”) (as that term and<br />

acronym are defined in Attachment 7, incorporated herein by this reference).<br />

2.1.10.2 Ordering<br />

2.1.10.2.1 <strong>TC</strong> SYSTEMS shall request Hot Cuts from Bell<strong>South</strong> by delivering to Bell<strong>South</strong> a<br />

valid Local Service Request (“LSR”) using Bell<strong>South</strong>’s ordering interfaces<br />

described in Attachment 6 to this Agreement, incorporated herein by this<br />

reference. <strong>TC</strong> SYSTEMS may specify a Due Date or Frame Due Time, as defined<br />

below, at any time, including twenty-four (24) hours a day and seven (7) days a<br />

week. Using a coordinated SL1 or SL2 Loop, if project management is required,<br />

BST will support project management after hour provisioning dependent on<br />

system availability (which include planned maintenance or unplanned outages) and<br />

resource availability, which resources will be allocated on a nondiscriminatory<br />

basis. The Bell<strong>South</strong> PM will make best efforts to secure the necessary resources<br />

and will be responsible for ensuring the BST personnel, and support systems or<br />

centers necessary are available at the time established for the after hour<br />

provisioning. <strong>TC</strong> SYSTEMS shall specify whether its service order is to be<br />

provisioned by Bell<strong>South</strong> as either: (a) OC; or (b) OC-TS. OC shall mean the<br />

type of service order used by <strong>TC</strong> SYSTEMS to request that Bell<strong>South</strong> provision a<br />

Hot Cut on the particular calendar date as specified on the LSR and confirmed on<br />

the FOC as set forth in Section 2.1.10.2.3 below, at any time during that day,<br />

referred to in this Section as the “Due Date.” OC-TS shall mean the type of<br />

service order used by <strong>TC</strong> SYSTEMS to request that Bell<strong>South</strong> provision a Hot<br />

Cut on the particular day returned on the FOC as set forth in Section 2.1.10.2.3<br />
