19.2 911 Arrangements are arrangements for routing 911 calls from <strong>TC</strong> SYTEMS<br />

Customers to the appropriate Public Safety Answering Point (PSAP), passing<br />

certain customer information for display at the PSAP answering station based on<br />

the class of 911 service (Basic 911 or E911) deployed in the area. Bell<strong>South</strong> shall<br />

provide 911 Arrangements to <strong>TC</strong> SYTEMS in accordance with the provisions<br />

below in areas where <strong>TC</strong> SYTEMS is authorized to provide local exchange service<br />

and Bell<strong>South</strong> is the 911 system provider. The provisions in this Attachment apply<br />

only to 911 Arrangements provided as Ancillary Functions. 911 functionality for<br />

Unbundled Network Element Combinations and for Local Services Resale shall be<br />

governed by provisions in Attachment 2 (Unbundled Network Elements) and<br />

Attachment 1(Local Services Resale) of this Agreement. In providing 911<br />

Arrangements to <strong>TC</strong> SYTEMS, Bell<strong>South</strong> shall comply with all laws, rules and<br />

regulations concerning emergency services. Basic 911 and E911 functions provided<br />

to <strong>TC</strong> SYTEMS shall be at least equal in quality and functionality with the support<br />

and services that the Bell<strong>South</strong> provides to its own retail customers for such similar<br />

functionality.<br />

19.3 Technical Requirements<br />

19.3.1 E911 Trunks, Interconnection to 911 Tandem<br />

19.3.1.1 At <strong>TC</strong> SYTEMS’s request, Bell<strong>South</strong> and <strong>TC</strong> SYTEMS shall establish dedicated<br />

trunk groups to route E911 calls placed by <strong>TC</strong> SYTEMS Customers to the<br />

appropriate Bell<strong>South</strong> 911 tandem or selective router. Trunks shall be established<br />

as CAMA MF trunks until SS7 connectivity is available. When SS7 connectivity is<br />

available, Bell<strong>South</strong> shall provide written notification to <strong>TC</strong> SYTEMS of such<br />

availability Trunks shall thereafter be established with SS7 signaling, at <strong>TC</strong><br />

SYTEMS’s option.<br />

19.3.1.1 <strong>TC</strong> SYTEMS shall order such 911 trunks and trunk groups, including trunk and<br />

trunk group augmentations, via the ASR process. A Firm Order Confirmation (FOC)<br />

shall be returned to the ordering Party, after receipt of a valid, error free ASR, within<br />

the timeframes set forth in each state’s applicable Performance Measures.<br />

Notwithstanding the foregoing, blocking situations and projects shall be managed<br />

through Bell<strong>South</strong>’s Carrier Interconnection Switching Center (CISC) Project<br />

Management Group, and FOCs for such orders shall be returned in the timeframes<br />

applicable to the project. A project is defined as (1) a new trunk group or (2) a request<br />

for more than 96 trunks on a single or multiple group(s) in a given Bell<strong>South</strong> local<br />

calling area. Bell<strong>South</strong> shall provision 911 trunks within thirty (30) calendar days of<br />

receipt of <strong>TC</strong> SYTEMS’s order or such shorter time as may be established by law, rule,<br />

regulation or Commission order. Alternatively, at its option, <strong>TC</strong> SYTEMS may<br />

provide the trunks. Regardless of which party provides the trunks. Prior to placing a<br />

trunk in service Bell<strong>South</strong> and <strong>TC</strong> SYTEMS shall cooperate in testing to assure proper<br />

functioning of the E911 system for calls delivered over the trunk.<br />
