non-working dark fiber entrance cable that terminates into a Bell<strong>South</strong> Premises, this<br />

telecommunications carrier must arrange for Bell<strong>South</strong> to perform the cable splice in<br />

accordance with Bell<strong>South</strong>’s Special Construction Procedures, RL93-11-030BT, and<br />

provide a LOA from <strong>TC</strong> SYSTEMS authorizing Bell<strong>South</strong> to perform the splice of<br />

this telecommunications carrier’s fiber riser cable to the available non-working dark<br />

fiber entrance cable owned by <strong>TC</strong> SYSTEMS.<br />

5.10 Demarcation Point. Bell<strong>South</strong> will designate the point(s) of demarcation between <strong>TC</strong><br />

SYSTEMS’s equipment and/or network and Bell<strong>South</strong>’s network located as close as<br />

reasonably possible to <strong>TC</strong> SYSTEMS’s Collocation Space. Each Party will be<br />

responsible for the maintenance and operation of all equipment/facilities on its side of<br />

the demarcation point. Bell<strong>South</strong> will not require <strong>TC</strong> SYSTEMS to use an<br />

intermediate connection in lieu of direct interconnection to Bell<strong>South</strong>’s network, if<br />

technically feasible. For 2-wire and 4-wire connections to Bell<strong>South</strong>’s network, the<br />

demarcation point shall be a common block on Bell<strong>South</strong>’s designated conventional<br />

distributing frame (CDF). <strong>TC</strong> SYSTEMS shall be responsible for providing the<br />

necessary cabling, and <strong>TC</strong> SYSTEMS’s Bell<strong>South</strong> Certified Supplier shall be<br />

responsible for installing and properly labeling/stenciling the common block and any<br />

necessary cabling identified in Section 7 of this Attachment. <strong>TC</strong> SYSTEMS or its<br />

agent must perform all required maintenance to the equipment/facilities on its side of<br />

the demarcation point, pursuant to Section 5.7, following, and may self-provision<br />

cross-connects that may be required within its own Collocation Space to activate<br />

service requests.<br />

5.11 Facility Labeling and Assignment Information for Physical Collocation<br />

5.11.1 When a POT bay is used:<br />

5.11.1.1 For a DS0 interface, stenciling and labeling on the Bell<strong>South</strong> MDF and COSMIC<br />

frames and the DS0 POT bays should be done as follows:<br />

With a non-cross-connectable POT, label the POT frame with its frame name (FA0,<br />

etc.) and its own RR#. Label each block (or place a label for a group of blocks such<br />

as for each row) on the POT with the cable name and count, the row (shelf letter) and<br />

vertical range, and the BST frame name and row and vertical range where it appears<br />

on the BST MDF. Label the MDF frame blocks with the cable and pair name and<br />

count, and with the POT frame name, RR#, and row and vertical range it is terminated<br />

on. This labeling is to be done by the Bell<strong>South</strong> vendor placing the cabling between the<br />

POT and the Bell<strong>South</strong> MDF.<br />

• With a cross-connectable POT, label the POT frame itself with its frame name (FA0,<br />

etc.) and its own RR#. Label the collocator’s assigned terminations with the<br />

collocator’s cable and pair name and range. Label the Bell<strong>South</strong> assigned<br />

terminations with the tie cable and pair name and range and the MDF/COSMIC<br />

frame name and row and vertical range where they appear. Label the COSMIC frame<br />

with the MELD run labels; label the non-COSMIC frame blocks with the tie cable<br />
