SYSTEMS’s ability to allow other CLECs to view <strong>TC</strong> SYSTEMS’s CSRs<br />

utilizing Bell<strong>South</strong>’s interfaces.<br />

3 Ordering and Provisioning<br />

3.1 Bell<strong>South</strong> will provide to <strong>TC</strong> SYSTEMS electronic access to OSS for the<br />

purpose of exchanging order information, including order status and<br />

completion notification, for non-complex and certain complex resale requests,<br />

and for requests for certain network elements. Specifications for access and<br />

use of Bell<strong>South</strong>'s electronic ordering interfaces are set forth at Bell<strong>South</strong>'s<br />

interconnection website and are incorporated herein by reference. Any<br />

changes to these specifications will be clearly defined and communicated via<br />

the appropriate CCP and/or Carrier Notification process.<br />

3.2 Bell<strong>South</strong> will recognize <strong>TC</strong> SYSTEMS as the customer of record for services<br />

ordered by <strong>TC</strong> SYSTEMS pursuant to this Agreement and will send all<br />

notices, invoices and pertinent information directly to <strong>TC</strong> SYSTEMS. Except<br />

as otherwise specifically provided in this Agreement, <strong>TC</strong> SYSTEMS shall be<br />

the single and sole point of contact for all <strong>TC</strong> SYSTEMS end users for all<br />

questions, inquiries or requests.<br />

3.3 Each Party shall refer all questions regarding the other Party’s services or<br />

products directly to the other Party at a telephone number specified by the<br />

other Party. Each Party shall ensure that all their representatives who receive<br />

inquiries regarding the other Party’s services or products: (i) provide such<br />

numbers to callers who inquire about the other Party’s services or products;<br />

and (ii) do not in any way disparage or discriminate against the other Party, or<br />

its products or services.<br />

3.4 <strong>TC</strong> SYSTEMS may submit, and Bell<strong>South</strong> will accept, requests for Services<br />

and Elements on a single LSR per end user account.<br />

3.5 Currently all telecommunications services for resale, unbundled network<br />

elements, and interconnection are requested via Bell<strong>South</strong>’s LSR. The<br />

exception to this is an industry-wide exception dealing with ordering<br />

interconnection local trunking, which is ordered on an Access Service Request<br />

(“ASR”). Ordering procedures for LSRs are as outlined in the ordering guide<br />

posted at Bell<strong>South</strong>'s interconnection website, and any changes to those<br />

procedures will be administered through the CCP. Any additions or changes to<br />

ordering procedures resulting from new Services and Elements shall be<br />

provided to <strong>TC</strong> SYSTEMS through Bell<strong>South</strong>’s interconnection website<br />

and/or carrier notifications.<br />

3.6 Bell<strong>South</strong> shall provide all ordering and provisioning services to <strong>TC</strong><br />

SYSTEMS during the same business hours of operation that Bell<strong>South</strong><br />

provisions service to its affiliates or end users. Ordering and provisioning<br />

support required by <strong>TC</strong> SYSTEMS outside of these hours will be considered<br />
