access to the same detailed information via that OSS at the rates set forth in<br />

Exhibit A to this attachment.<br />

2.3.11 If DS3/STS-1 Loops are not readily available but can be made available through<br />

routine network modifications, as defined by the FCC, <strong>TC</strong> SYSTEMS may request<br />

Bell<strong>South</strong> to perform such routine network modifications. The request may not be<br />

used to place fiber cable. Bell<strong>South</strong> will provide a price quote for the request, and<br />

upon receipt of authorization by <strong>TC</strong> SYSTEMS and an error free LSR from <strong>TC</strong><br />

SYSTEMS, Bell<strong>South</strong> shall perform the routine network modifications within<br />

Bell<strong>South</strong>’s standard Loop provisioning interval. Where Bell<strong>South</strong> has recovered<br />

the costs for a routine network modification through its recurring and nonrecurring<br />

charges for the element provided, Bell<strong>South</strong> will not seek to double recover such<br />

costs.<br />

2.3.12 S3 services come with a test point and a DLR. Mileage is airline miles, rounded<br />

up and a minimum of one mile applies. Bell<strong>South</strong> TR LightGate® 73501 Service<br />

Interface and Performance Specifications, Issue D, June 1995 applies to DS3<br />

services.<br />

2.3.13 <strong>TC</strong> SYSTEMS may obtain a maximum of a single Unbundled DS3 Loop to any<br />

single building in which DS3 Loops are available as Unbundled Loops.<br />

2.3.14 <strong>TC</strong> SYSTEMS may access a total capacity of two (2) DS3s per end user location<br />

at the Network Element rates set forth in Exhibit A.<br />

2.4 Unbundled Copper Loops (UCL)<br />

2.4.1 Bell<strong>South</strong> shall make available Unbundled Copper Loops (UCLs). The UCL is a<br />

copper twisted pair Loop that is unencumbered by any intervening equipment (e.g.,<br />

filters, load coils, range extenders, digital loop carrier, or repeaters) and is not<br />

intended to support any particular telecommunications service. The UCL will be<br />

offered in two types – Designed and Non-Designed.<br />

2.4.2 Unbundled Copper Loop – Designed (UCL-D)<br />

2.4.2.1 The UCL-D will be provisioned as a dry copper twisted pair (2- or 4-wire) Loop<br />

that is unencumbered by any intervening equipment (e.g., filters, load coils, range<br />

extenders, digital loop carrier, or repeaters).<br />

2.4.2.2 A UCL-D will be provisioned according to Resistance Design parameters for non-<br />

loaded Loop facilities and will have up to 1300 Ohms of resistance.<br />

2.4.2.3 The UCL-D is a designed circuit, is provisioned with a test point, and comes<br />

standard with a DLR. OC is a chargeable option for a UCL-D; however, OC is<br />
