A suite of rebates targeted primarily at "in-suite" energy saving measures for<br />

MURBs. This may include measures such as low flow fixtures, fireplace programs,<br />

natural gas appliance upgrades, and/or building envelope upgrades. With large<br />

potential savings, this program will be targeting both new construction and retrofit<br />

applications.<br />

• Educate builders and developers about installing energy efficient appliances<br />

and fixtures to drive market transformation.<br />

• Reduce natural gas consumption in the MURB sector by encouraging the<br />

installation and use of high efficiency options as opposed to standard<br />

efficiency models.<br />

• Maintain a program TRC score greater than 1.0 and optimize the proportion<br />

of incentives over administration and marketing costs.<br />

Performance Forecast<br />

The Companies began their involvement in <strong>2010</strong> by participating in a MURB remediation study<br />

and reviewing energy consumption (among other items) in strata properties throughout the year.<br />

A cross functional team was established in early <strong>2011</strong> to start developing the MURB program.<br />

For resources, the commercial team is drawing on experience from the residential team, the<br />

sales team, and an energy specialist working in industry funded by the Companies. Initial talks<br />

are looking at the measures that show the most potential energy savings. The savings<br />

projections for low flow fixtures are very positive, as are fireplace programs and building<br />

envelope and domestic natural gas appliances upgrades.<br />

The team is looking towards providing <strong>FortisBC</strong> Energy packaged options for MURBs for both<br />

new construction and retrofit applications – each targeting different groups. The ‘package of<br />

measures’ idea would work well in new construction when targeting developers. Working with<br />

the developer in the early stages and providing enticing financial incentives would ensure more<br />

MURBs were built from the ground up with energy efficient appliances and fixtures.<br />

In retrofit applications, the program will primarily target apartment building owners and strata<br />

corporations. The program will look at several measures these target groups can take<br />

advantage of for upgrading to more energy efficient options in their buildings and will allow them<br />

to participate whether they are upgrading to low flow fixtures or replacing the decorative<br />

fireplaces with EnerChoice models. By allowing a broad range of options for the buildings, the<br />

program will hopefully increase participation levels and provide the target groups that represent<br />

buildings of different sizes, age, and ‘green status’ with the flexibility to choose what works for<br />

them.<br />
