as initially proposed. At the Companies’ discretion, some projects may be subjected<br />

to a measurement and verification (“M&V”) protocol, whereby metering equipment is<br />

installed to measure and verify the energy savings.<br />

4.4.2.5.2 <strong>2010</strong> PSECA Initiative Results<br />

The Companies’ involvement with the Public Sector Energy Conservation Agreement afforded<br />

an excellent opportunity to invest in high quality, long term energy saving measures, as well as<br />

demonstrate the leverage advantage of working with partners. While the effort consumed much<br />

time that would otherwise have been devoted to new program development and roll out, the<br />

trade-off generated a program with a TRC score of 2.3 for incentive dollars committed in <strong>2010</strong>.<br />

Program results for <strong>2010</strong> are provided in the table below.<br />

As noted above, the PSECA initiative represents a major undertaking during the second half of<br />

<strong>2010</strong>. The Companies believe, however, that the results to date were well worth the effort. By<br />

the end of the year the Companies committed to providing nearly $830,000 for energy saving<br />

measures at 28 locations to program participants who successfully complete the approved<br />

measures. When complete, these measures are expected to reduce natural gas consumption<br />

by approximately 30,000 GJ/yr, or enough to provide natural gas to <strong>31</strong>5 single family homes<br />

during the same time period.<br />

The TRC score for the PSECA initiative is quite robust, which the Companies take as an<br />

indication of the high quality of the energy saving projects approved for funding.<br />

4.4.2.5.3 <strong>2011</strong> PSECA Initiative Performance Forecast<br />

In <strong>2011</strong> the Companies expect to provide additional <strong>EEC</strong> incentive dollars to successful<br />

participants in a second round of PSECA funding. This second tranche consists of projects<br />

designed to reduce natural gas consumption and greenhouse gas emissions of K through 12<br />

schools.<br />
