Background<br />

Overview<br />

The primary program objective was to reap the energy savings associated with<br />

upgrading low or mid-efficiency heating systems to ENERGY STAR®. The<br />

Companies have maintained ENERGY STAR® Heating Upgrade programs in the<br />

market since 1996. These programs were initiated to benefit customers by saving<br />

them energy and to participate in transforming the furnace market. The most<br />

recent iteration was launched September 1, 2008 in the <strong>FEI</strong> service territory and<br />

April 16, 2009 in the <strong>FEVI</strong> service territory.<br />

In addition to energy savings, the program focused on preparing the market for<br />

January 1, <strong>2010</strong> changes to the BC Energy Efficiency Act Standards for gas<br />

furnaces outlined in the Ministry of Energy Mines and Petroleum Resources<br />

(“MEMPR”) Enforcement Bulletin 09-03 13 . The regulated energy efficiency<br />

standard for these products is an Annual Fuel Utilization Efficiency (“AFUE”)<br />

equal to or greater than 90%. These regulations took effect for new residential<br />

construction on January 1, 2008 and for replacement furnaces in existing<br />

dwellings on December <strong>31</strong>, 2009. The BC provincial regulation changes align<br />

with Natural Resources Canada (“NRCan”) regulations for new and existing<br />

buildings across Canada. The Companies’ significant outreach to consumers,<br />

trades, and manufacturers helped facilitate the industry’s transition to the new<br />

regulation.<br />

In September 2008, the Companies partnered with the LiveSmart BC Residential<br />

Retrofit Incentive Initiative in order to extend market reach and program<br />

awareness and initiate collaborations between government and utility partners.<br />
