Terasen states “[t]he key decision makers in this market are owners including: governments;<br />

builders/developers; architects; engineers; interior designers; mechanical consultants; and<br />

contractors.” (Exhibit B‐1, p. 61)<br />

The new construction energy efficiency program areas include initiatives aimed at:<br />

• Efficient New Construction Design and High Insulation Technology for windows;<br />

• Condensing and near condensing boilers; and<br />

• Instantaneous and condensing DHW heaters and drain water heat recovery.<br />

2.1.2.5 Retrofit<br />

Terasen’s commercial retrofit program is aimed at all commercial and industrial buildings with<br />

existing natural gas space and water heating equipment. Terasen again notes that, due to the<br />

complexity of programs in this sector, it has merely summarized areas of program activity and<br />

states “[m]ore detailed program development work must be completed by [Terasen] in conjunction<br />

with industry groups before these programs are rolled out.” (Exhibit B‐1, p. 62)<br />

Commercial retrofit energy efficiency program area activity includes initiatives for:<br />

• Condensing and near condensing boilers<br />

• Building Recommissioning<br />

• Next Generation Building Automation Systems (“BAS”)<br />

• High Efficiency (“HE”) Rooftop Units<br />

• Instantaneous and condensing DHW boilers and heaters<br />

• For TGI only, Terasen is proposing to add: demand control ventilation for large and medium<br />

commercial buildings and drainwater heat recovery.<br />
