11.2.2.4 Co-op Advertising Activity<br />

Participation in the existing Co-op Advertising program for gas contractors in <strong>FEVI</strong> remained<br />

steady throughout <strong>2010</strong>. Development of the existing guidelines for expansion of the Co-op<br />

Advertising program to <strong>FEI</strong> continues, and will incorporate an increased focus on energy<br />

efficiency messaging. Related documents for the expanded Co-op Advertising program are in<br />

the final stages of review.<br />

Expenditures in this area are part of the overall overhead of <strong>EEC</strong> program delivery and are<br />

funded at the portfolio level.<br />

Table 11-4 identifies areas of operation and annual expenditures.<br />

11.2.3 CODES AND STANDARDS<br />

11.2.3.1 Overview<br />

Industry, regulating bodies, code development agencies, and user groups rely on the<br />

participation and input of stakeholder groups, such as utilities, that have a unique understanding<br />

of energy supply and customer demand cycles to assist in the development of codes and<br />

standards. The content and timing of code implementation directly affects market transformation<br />

in all program areas. Through the Efficiency Partners program, industry will be informed of<br />

developing codes and possible impacts to the marketplace.<br />

It is important for the Companies to stay abreast of changing regulations; however, the<br />

Companies’ participation in the development phase of regulation allows for more effective <strong>EEC</strong><br />

program delivery and successful market transformation. This requires various levels of<br />

involvement. Codes and standards are established at a national level and adopted with or<br />

without changes at the federal and/or provincial level. The Companies’ level of regulatory<br />

involvement is indicated by one of three involvement classifications:<br />

Monitoring: To keep current with and informed about all existing and new codes and standards<br />

developments. These activities assist the Companies with the development of strategies to<br />

protect ratepayers and shareholders.<br />

Stakeholder: For select provincial and federal code initiatives, the Companies participate at a<br />

stakeholder level, actively attending meetings and submitting written responses through the<br />
