Evaluation<br />

Strategy<br />

The Companies are developing a strategic communications plan for the Efficient<br />

Commercial Water Heater program. The plan includes:<br />

• Direct email advertising;<br />

• Additional, targeted magazine/newsletter advertising;<br />

• On-bill advertising to Rate 2 and Rate 3 customers;<br />

• Contractor and engineer information sessions;<br />

• Additional information sessions on Vancouver Island;<br />

• More leveraging of industry partner relationships; and<br />

• A program feedback session with key stakeholders.<br />

The Companies are currently in discussions with a restaurant chain to have<br />

condensing water heaters along with meters measuring water flow, temperature, and<br />

gas installed in several locations. The Companies will use the data gathered to<br />

confirm its savings assumptions vis-a-vis high efficiency water heaters for one of the<br />

program’s key target customer groups - restaurants. The Companies would also like<br />

to perform similar evaluations in a multi-unit residential building and a hotel.<br />

A study similar to that conducted on the Efficient Boiler program could be conducted<br />

after a sufficient number of program participants have had their new water heaters in<br />

operation for a sufficient period of time. Based on the final cost of the Efficient Boiler<br />

program evaluation, it is expected that an evaluation of the water heater program<br />

should cost approximately $50,000.<br />

Results<br />

Thus far the overall TRC ratio of 1.1 has lined up fairly well with the expected result, though time<br />

and increased participation will confirm this as additional data becomes available. Overall<br />

participation was low in the first year, though this is a reflection of the program being launched<br />

midyear and efforts at promoting the program having not yet taken place. The program results<br />

are reflected in the table below.<br />
