Overview<br />

On <strong>March</strong> <strong>31</strong>, 2009, through the Low Income Partnership Grant agreement, the<br />

Ministry of Energy and Mines awarded <strong>FEI</strong> and <strong>FEVI</strong> a grant of $5.155 million to<br />

support and develop DSM programs for low income individuals in BC. These<br />

funds are incremental to the funds approved in the <strong>EEC</strong> Decision.<br />

This grant stipulates that:<br />

• $1 million is to be used to deliver the Super Efficient New Construction<br />

program;<br />

• $1.5 million is to be used to support BC Hydro’s low income programs;<br />

• $954,189 is to be used to fund retrofits under the LiveSmart BC Carry<br />

Over project; and<br />

• $1,700,811 is to be used to develop new programs for low income<br />

customers.<br />

• Encourage energy efficient new construction that far exceeds the<br />

current building codes.<br />

• Achieve deep energy savings in low income units.<br />

• Reduce GHG emissions.<br />

Implementation<br />

Communications The intention is to issue press releases at various milestones in the project. In<br />

<strong>2011</strong>, we will issue a press release when the SENC project is fully committed.<br />

Evaluation Strategy<br />

The SENC project’s energy performance will be measured over time to validate<br />

the savings expected.<br />

The $1.5 million used to support BC Hydro’s low income programs will be<br />

specifically contributed to BC Hydro’s Energy Conservation Assistance program<br />

and will be evaluated alongside the general evaluation of that program.<br />

The Livesmart BC Carry Over project was evaluated based on modelled energy<br />

savings. (Note: TRC calculations were not required by the Ministry of Energy<br />

and Mines for this project and the evaluation was carried out by the delivery<br />

agent that was contracted to complete the work.)<br />

The new energy efficiency programs the $1,700,811 is to be invested in are still<br />

under development.<br />

6.4.2.3.2 <strong>2010</strong> Ministry of Energy and Mines Low Income<br />

Partnership Grant Program Results<br />

In <strong>2010</strong>, the SENC component of the Low Income Partnership Grant program made good<br />

progress. Through the SENC program, four projects have received a total of $515,000 to<br />

advance their developments, and these four projects will each receive an additional 20 percent<br />

contribution at completion of their projects. The Livesmart BC Carry Over project was completed<br />

in 2009. This project involved energy efficiency retrofits in six building complexes (557 units)<br />
