<strong>2010</strong> ENERGY EFFICIENCY AND CONSERVATION ANNUAL REPORT<br />

From the BCSEA letter:<br />

…as an active participant in the 2009 Energy Efficiency and Conservation Application of<br />

Terasen Gas, and a current member of <strong>FortisBC</strong>’s <strong>EEC</strong> Stakeholder Group, the BC<br />

Sustainable Energy Association supports the use of <strong>FortisBC</strong>’s <strong>EEC</strong> program to incent<br />

the purchase of heavy duty NGVs in place of diesel powered vehicles where cost<br />

effective, primarily because of the greenhouse gas emissions reductions benefits.<br />

From the COV letter:<br />

We confirm that two stakeholder review sessions were held in <strong>2010</strong> (<strong>March</strong> and<br />

November) and that NGV programs were presented and discussed at these sessions.<br />

The City of Vancouver supports the continuation of the program to provide NGV<br />

incentives for heavy duty vehicle applications as adoption of NGVs in these markets<br />

provides GHG reductions and fuel cost savings to operators of NGVs.<br />

From the CEC letter:<br />

The CEC would characterize the <strong>FEI</strong> approach with respect to its NGV initiatives as<br />

having been and continuing to be nothing but open and transparent. The CEC believes<br />

that <strong>FEI</strong> has worked diligently to build understanding and support for its NGV initiatives.<br />

The CEC has directly been involved in the regulatory processes, in which the CEC<br />

believed that <strong>FEI</strong> was being provided the CEC support and consent to both pursue these<br />

NGV initiatives and to fund these initiatives from <strong>EEC</strong> funds.<br />

From the Fraser Basin Council letter:<br />

Through our involvement in the <strong>EEC</strong> Stakeholder group over the past two years, we<br />

have been informed of Fortis BC’s ongoing plans to provide incentives for natural gas<br />

vehicles (NGVs) ... We are supportive of this effort by Fortis BC to provide incentives for<br />

NGV purchase...We also know that incentives are required to assist in overcoming the<br />

barrier of increased capital cost for NGVs.<br />

The Companies agree with the views expressed in these letters with respect to our approach to<br />

the funding approvals process.<br />

Plan<br />

The Companies have been transparent about the use of Innovative Technologies Program Area<br />

funding for NGVs in two of its recent regulatory filings and proceedings.<br />
