2 OVERVIEW OF <strong>2010</strong> PROGRAM ACTIVITIES<br />

In this Section, the Companies will describe their <strong>EEC</strong> activities, associated expenditures, and<br />

the Total Resource Cost (“TRC”) test results on an overall portfolio level in <strong>2010</strong>. This section<br />

will also provide the TRC results for both the conventional <strong>EEC</strong> portfolio (defined as all <strong>EEC</strong><br />

activity outside the Innovative Technology Program Area), and for the Innovative Technology<br />

Program Area, which latter program area, in accordance with Commission Orders No. G-140-<br />

09 and G-141-09, must have a standalone TRC that is 1.0 or greater.<br />

2.1 TRC Results on Portfolio Level<br />

For <strong>FEI</strong> and <strong>FEVI</strong>, the TRC level for the entire <strong>EEC</strong> portfolio, including both conventional <strong>EEC</strong><br />

activities and innovative technologies, is at 1.1, meeting the Commission’s order as set forth in<br />

Commission Order No. G-36-09.<br />

The “Annual Energy Savings” number for <strong>FEI</strong> is negative, meaning from a simple annual<br />

perspective, the Companies’ <strong>2010</strong> activity resulted in natural gas load growth. This is primarily<br />

due to the impact of Natural Gas Vehicles (“NGVs”), which is discussed in some detail in<br />

Section 10. It should be noted that NGVs bring load onto the natural gas system, but they<br />

displace higher carbon diesel fuel; displaced volumes of diesel fuel are not shown in the table<br />

above.<br />

The table below further shows results for each individual program area. One of the program<br />

principles put forth in the <strong>EEC</strong> Application was that of universality; that is, programs should be<br />

available to all the Companies’ customers. Although the TRC results for the residential and<br />

affordable housing program areas are below 1.0, these are crucial areas of activity for the<br />

Companies. The Companies have about 850,000 residential customers, which form the bulk of<br />

the Companies’ approximately 950,000 total number of customers. In creating a culture of<br />

conservation in British Columbia, these residential customers are crucial to supporting such a<br />

culture. Programs for affordable housing (for low-income customers) are a requirement as<br />

outlined in the DSM Regulation for adequacy. These two program areas are discussed in more<br />

detail in Sections 6 and 2.7, respectively. Compliance with DSM Regulation requirements for<br />

adequacy is discussed below in Section 2.7. Programs for residential customers and customers<br />

living in affordable housing are also needed in order the meet the Companies’ principle of<br />
