<strong>2010</strong> ENERGY EFFICIENCY AND CONSERVATION ANNUAL REPORT<br />

The Companies’ <strong>EEC</strong> application highlighted the findings in the 2006 CPR in that 70 percent of<br />

the Achievable Potential savings were associated with the residential sector. To that end, in<br />

Commission Order No. G-36-09 on the Companies’ <strong>EEC</strong> application, the Companies received<br />

approval for residential program funding of $9.3 million over the 2008-<strong>2010</strong> period. Furthermore,<br />

in Order No. G-141-09 approving <strong>FEI</strong>’s <strong>2010</strong>-<strong>2011</strong> Negotiated Settlement Agreement, the<br />

Commission approved <strong>FEI</strong>’s request for an extension of residential program funding to <strong>2011</strong> in<br />

the amount of $3.275 million. Similarly, for <strong>FEVI</strong>, in Order No. G-140-09, the request for <strong>EEC</strong><br />

funding of $0.3 million for <strong>2011</strong> residential programs was approved. This funding enabled the<br />

Companies to further their <strong>EEC</strong> goals in delivering programs that enable customers to<br />

implement measures to reduce their natural gas consumption while supporting the<br />

government’s GHG emissions reduction strategy.<br />

Sections 3.1 through Section 3.3 outline the Residential Energy Efficiency Program Area goals,<br />

the program portfolio in the market to achieve these goals, <strong>2010</strong> program results, and the<br />

outlook for <strong>2011</strong>. Section 3.4 provides individual program details including individual program<br />

goals, <strong>2010</strong> results, and the outlook for <strong>2011</strong>.<br />

3.1.1 RESIDENTIAL PROGRAM GOALS<br />

The Residential Energy Efficiency Program Area encourages households to reduce their overall<br />

consumption of natural gas and helps to manage their energy bills. Residential programs deliver<br />

value through their focus on the following objectives:<br />

• Educate customers about the advantages of energy efficiency and promote the benefits<br />

of the culture of conservation;<br />

• Prepare and ultimately transform the market by facilitating the adoption of new energy<br />

efficient technologies through incentives and support of government regulations;<br />

• Upgrade low efficiency systems to high efficiency systems in order to capture energy<br />

savings associated with reducing the overall consumption of natural gas;<br />

• Support government policy, especially in relation to efficient building strategies 9 and<br />

GHG emissions reduction, through incentives and education to customers and other<br />

industry stakeholders;<br />

• Assist trades in understanding technical requirements or other barriers associated with<br />

new product introductions and support their effective installation;<br />

• Engage manufacturers in developing, producing, and distributing energy efficient<br />

equipment through technology support and promotional opportunities to the Companies’<br />

customer base; and<br />

• Develop a greater awareness of the non-energy benefits of efficiency systems such as<br />

improved comfort, health, safety, property value, and reduced insurance claims. To this<br />
