Among this second group of projects are 12 central thermal plant upgrade projects, 4 of which<br />

consist of conversions to open loop type geoexchange heat pump systems with gas boiler<br />

backup. These will significantly reduce natural gas consumption and greenhouse gas<br />

emissions at each of the affected facilities.<br />

Throughout <strong>2011</strong> and into 2012 <strong>FortisBC</strong> staff will expend a considerable amount of time and<br />

effort to inspect completed PSECA projects to ensure the approved energy saving measures<br />

have been built as described and are fully complete and operational prior to issuing payment.<br />

This will ensure incentives are only paid out where warranted.<br />

Further to this, in 2013, after all the approved energy saving measures have been installed for a<br />

minimum of one full heating season, <strong>FortisBC</strong> staff will review the program’s actual energy<br />

savings versus the claims of the energy studies. The results of the review will be used to refine<br />

the custom design program.<br />

4.4.2.5.4 PSECA Initiative Summary<br />

The combined <strong>2010</strong> and <strong>2011</strong> PSECA program activity will generate an overall TRC result<br />

above 1.4 by the time work in the program is finalized in late <strong>2011</strong> or early 2012. The<br />

Companies believe the PSECA initiative, offered in collaboration with the Climate Action<br />

Secretariat and BC Hydro, will successfully encourage public sector organizations to<br />

significantly reduce natural gas consumption and GHG emissions.<br />
