Terasen states that it would aim fuel‐substitution initiatives at both new construction and retrofit<br />

markets in both the TGI and TGVI service areas, and notes that fuel‐substitution in this category<br />

refers to the displacement of natural gas using cleaner renewable technologies. The Companies<br />

state that more detailed program development work must be completed by Terasen in conjunction<br />

with industry groups before programs are rolled out or funding is allocated. (Exhibit B‐1, p. 74)<br />

Commission Determination<br />

The Commission Panel considers that Innovative Technologies, NGV and Measurement programs<br />

can be appropriate vehicles for encouraging commercial development of technologies to reduce or<br />

replace natural gas consumption and related GHG emissions.<br />

However, as noted above, Terasen acknowledges that further refinement of this program is<br />

required and indicates uncertainty as to whether an effective program can be developed over the<br />

funding timeframe. The Commission Panel finds that there is insufficient evidence with respect to<br />

the nature and scope of the proposed program, and accordingly rejects the Innovative<br />

Technologies, NGV and Measurement program expenditures at this time. Terasen may wish to<br />

bring forward projects in this program area for consideration as they become more fully developed.
