3.0 Program process<br />

All market participants<br />

3.1 Applicant’s contractor or qualified professional<br />

determines the capacity of the space-heating<br />

plant, type of boiler (i.e., condensing or<br />

near-condensing), capacity and number of boilers<br />

required to meet the space-heating requirements<br />

of the building.<br />

3.2 Applicant completes Efficient Boiler Program<br />

Application Form and submits it along with<br />

required documentation (See Section 7.0) to<br />

<strong>FortisBC</strong>.<br />

3.3 <strong>FortisBC</strong> reviews application for completeness.<br />

(i) If application is complete, <strong>FortisBC</strong> estimates<br />

the incentive that is payable to the applicant.<br />

(ii) If application is incomplete, <strong>FortisBC</strong> will ask<br />

applicant for additional information.<br />

(iii) If required documents are not completed<br />

and submitted within one month of the<br />

application date the application may<br />

be cancelled.<br />

3.4 Applicant receives a letter from <strong>FortisBC</strong><br />

stating whether the application was approved<br />

or rejected. If approved, an estimate of the<br />

incentive(s) payable to the applicant will be<br />

attached to the letter.<br />

3.5 Applicant purchases and installs the boiler<br />

within 12 months from the date of approval<br />

(provided in Section 3.4) by <strong>FortisBC</strong>.<br />

3.6 Applicant submits required documentation to<br />

<strong>FortisBC</strong> within one month of boiler installation.<br />

(See Section 7.0 for documentation.)<br />

3.7 <strong>FortisBC</strong> reviews documents for completeness.<br />

(i) If all documents are in order and the<br />

applicant has met all the requirements of<br />

the program and the boiler capacity has not<br />

changed from original application, <strong>FortisBC</strong><br />

issues a boiler incentive cheque to<br />

the applicant.<br />

(ii) If all documents are in order and the<br />

applicant has met all the requirements of the<br />

program, but the installed boiler capacity<br />

and/or purchase price has changed since the<br />

application was first submitted, <strong>FortisBC</strong><br />

recalculates the incentive and issues a cheque<br />

for the revised boiler incentive.<br />

New construction market participants<br />

3.8 The contribution of <strong>FortisBC</strong> to the engineering<br />

fees required to estimate annual gas usage will<br />

be included in the boiler incentive cheque issued<br />

to the applicant.<br />

Replacement market participants<br />

3.9. The contributions of <strong>FortisBC</strong> to the contractor’s<br />

cost to estimate the peak space-heating load, and<br />

to the cost of the required venting upgrades, will<br />

be included in the boiler incentive cheque issued<br />

to the applicant.<br />

3.10 <strong>FortisBC</strong> will send the reporting requirements<br />

for the monitoring incentive and gas-saving<br />

bonus to the applicant with the incentive cheque.<br />

3.11 Applicant prepares the reports that are<br />

required for the monitoring incentive and<br />

gas-saving bonus.<br />

3.12 Applicant submits the reports to <strong>FortisBC</strong>. One<br />

report is submitted six months after boiler<br />

installation; the second report is submitted 12<br />

months after boiler installation.<br />

3.13 <strong>FortisBC</strong> reviews the reports for completeness.<br />

(i) If applicant meets the reporting<br />

requirements, <strong>FortisBC</strong> calculates the<br />

monitoring incentive and gas-saving bonus<br />

and issues a cheque. Cheque is issued<br />

after <strong>FortisBC</strong> receives the two complete<br />

sequential six-month reports.<br />

(ii) If applicant has not met the reporting<br />

requirements, <strong>FortisBC</strong> advises applicant<br />

that reporting requirements have not been<br />

met and applicant does not qualify for<br />

monitoring incentive and gas-saving bonus.
