Extensive energy modelling and economic modelling has been conducted with the result that<br />

based on information available at the time of writing, the program does not pass the TRC.<br />

The Companies are working with the provincial government to determine the next steps for<br />

program implementation. The Companies intend to be involved in educating builders and<br />

guiding policy. A new construction program is essential to the Utility’s role in the province’s<br />

Energy Efficient Building Strategy 19 .<br />

• Develop a Residential New Construction Program to promote energy efficiency in new<br />

home construction and prepare the market for the introduction of the EnerGuide 80<br />

building code for early 2012.<br />

• Through training and financial support, assist builders and developers in the move to<br />

more efficient construction practices to achieve EnerGuide 80 (i.e. building envelope<br />

measures, heating and hot water systems, and ENERGY STAR® appliance packages).<br />

• Understand the implications of EnerGuide 80 building code standards and beyond as<br />

they relate to gas heated homes.<br />

• Understand our role in developing or supporting the Ministry’s prescriptive path for gas<br />

heated homes and recommend a strategy.<br />

• Strengthen relationships with developers, CHBA, BC Hydro New Homes program, and<br />

the trades community in relation to new construction.<br />

• Position our role as a gas supplier in ongoing codes and standards and Net Zero Ready<br />

homes.<br />

• Be vigilant about how changes to the EnerGuide rating system will affect future program<br />

planning.<br />

• Through program research develop a life cycle cost analysis for natural gas versus<br />

electric homes.<br />

Develop an integrated marketing plan utilizing the Companies’ internal marketing<br />

opportunities and partnerships with CHBA, other utilities, and trade publications. Target<br />

builders and educate consumers about the merits of EnerGuide 80 homes.<br />

Evaluation will include the best approach to measure program effectiveness and capture<br />

energy savings estimates.<br />

3.5 Summary<br />

Overall the <strong>2010</strong> Residential Energy Efficiency Program Area was successful. The various<br />

programs and initiatives engaged customers in upgrading appliances to capture energy savings,<br />

supported the introduction of new provincial regulations, and reached out to the trades<br />

community for education and program awareness. The combination of financial incentives,<br />
