“…any inter and intra Program Area Initiative funding transfers, with supporting rationale,<br />

and the impact of such transfers on the transferor and transferee Program areas,<br />

initiatives and measures as the case may be.”<br />

There is no impact to the transferor program area from the transfer to innovative technologies<br />

as conventional <strong>EEC</strong> activity was under spent compared to approved levels. However, there is<br />

a positive impact to the transferee program area in that the funding transfer allowed an<br />

expansion of the innovative technology program area. The detailed rationale for this transfer is<br />

described in Section 10.<br />

As indicated in the <strong>2010</strong>-<strong>2011</strong> RRA, we have a true-up mechanism in place so only actual<br />

spend on <strong>EEC</strong> activities are charged to the <strong>EEC</strong> deferral account and ultimately get reflected in<br />

future delivery rates. The deferral account captures differences between approved budget and<br />

actual expenditures. In the upcoming RRA, to be <strong>filed</strong> with the Commission in May <strong>2011</strong>, the<br />

Companies will be reviewing the <strong>EEC</strong> deferral account and may propose changes to the<br />

mechanism to address variances that may arise under multiyear RRAs.<br />

2.6 <strong>2011</strong> Planned Activities<br />

Tables 2-6, 2-7 and 2-8 below show forecasted results for currently planned <strong>2011</strong> activity. More<br />

detail about currently planned <strong>2011</strong> <strong>EEC</strong> activity and associated expenditures can be found in<br />

the section of the report that deals with each individual program area. As it is fairly early in<br />

<strong>2011</strong>, activity will grow and change over the course of the year as programs are modified to<br />

optimize participation and energy savings, and as additional opportunities present themselves to<br />

the Companies. The information presented below should be considered preliminary in nature.<br />
