The SENC Program Oversight and Evaluation Committee, chaired by the Ministry of Energy and<br />

Mines, includes representatives from the Companies, BC Hydro, and <strong>FortisBC</strong> Inc. This<br />

committee is currently exploring other projects to invest the remaining $353,000 of uncommitted<br />

funds in the SENC project.<br />

6.4.2.3.3 <strong>2011</strong> Ministry of Energy and Mines Low Income<br />

Partnership Grant Program Forecast<br />

In <strong>2011</strong>, the Companies intend to form a partnership with BC Hydro on their Energy<br />

Conservation Assistance program. Substantial progress towards forming this partnership has<br />

already been achieved. The Companies intend to invest both grant funds and <strong>EEC</strong> funds in this<br />

program in <strong>2011</strong>. The Energy Conservation Assistance program is described in the following<br />

section of this report.<br />

Several avenues are being explored and researched to develop new DSM projects to invest the<br />

remaining $1,700,811. One avenue of research is with respect to opportunities within the mobile<br />

home segment of BC. The research is described further in Section 6.4.3.3. Also, information is<br />

being gathered on specific low income buildings in the Okanagan corridor to assess<br />

opportunities for deep retrofits in buildings that are not currently being served by any utilities’<br />

DSM programs.<br />

6.4.2.3.4 Ministry of Energy and Mines Low Income<br />

Partnership Grant Program Summary<br />

The Companies continue to facilitate the investment of the Ministry of Energy and Mines Low<br />

Income Partnership Grant in low income units across BC. In <strong>2010</strong>, investments in the SENC<br />

program were achieved and some research is being conducted on opportunities for investing<br />

the remaining unallocated funds. As well, the Companies expect to be able to invest $1.5 million<br />

in a partnership with BC Hydro on the Energy Conservation Assistance program, which will see<br />

investments from this grant as well as the Companies <strong>EEC</strong> funds.<br />
