Overview<br />

The first PSECA was created in 2007 as a partnership between BC Hydro and the<br />

Government of BC. Budget 2008 committed $75 million over three years to help<br />

public sector organizations reduce provincial GHG emissions, energy consumption,<br />

and operating costs, as well as support government in achieving its goal of carbon<br />

neutrality. The first two rounds of PSECA’s have achieved annual energy cost<br />

savings of close to $7.4 million, GHG emissions reductions of over 18,700 tons, and<br />

conservation of 38.6 GWh of electricity. The latest iteration of PSECA is the third<br />

round and marks the first time the Companies have been involved.<br />

Eligible public sector organizations include all organizations listed in the Government<br />

<strong>Report</strong>ing Entity (“GRE”):<br />

• Ministries and agencies;<br />

• Boards of Education;<br />

• Universities and colleges;<br />

• Health authorities; and<br />

• Crown corporations.<br />

In <strong>2010</strong>, the Companies participated in the Public Sector Energy Conservation<br />

Agreement, operated by the Climate Action Secretariat, a division of the Ministry of<br />

Environment. The PSECA initiative represents a major undertaking for the<br />

commercial program area staff during the second half of <strong>2010</strong>. The Companies<br />

worked in partnership with the Climate Action Secretariat, BC Hydro, and Solar BC<br />

to encourage public sector organizations to reduce energy consumption and GHG<br />

emissions by offering incentives for the completion of qualifying projects.<br />

Typical projects included:<br />

• Boiler upgrades;<br />

• Building automation controls;<br />

• Water heater upgrades; and<br />

• Heat recovery measures.<br />

• To contribute to the Province’s objective of a 33% reduction in GHG<br />

emissions from 2007 levels by 2020.<br />

• To encourage public sector organizations to reduce natural gas<br />

consumption.<br />

Implementation<br />

Administration was primarily handled in-house by <strong>FortisBC</strong> staff, including receipt<br />

and review of energy studies and communication with the Climate Action Secretariat<br />

and program partner BC Hydro.<br />

External communications were managed by the provincial government. Refer to<br />

All projects are reviewed both before and after completion. Initially, the Companies<br />

reviewed all submitted energy studies to assess the validity of the claimed natural<br />

gas savings. On completion of a project, the participant must submit the required<br />

installation documentation. Prior to paying the incentive, the Companies perform an<br />

on-site audit of all projects to ensure equipment has been installed and is functioning<br />
