energy savings” workshop on Vancouver Island, BC Hydro PowerSmart forum,<br />

BC Hydro energy managers training session, <strong>FortisBC</strong> energy specialist<br />

training session, Vancouver Home Show, Union of BC Municipalities Whistler<br />

<strong>2010</strong>, Business Improvement Association meetings in Victoria, Kamloops, and<br />

Kelowna, Council of Education Facilities Planners international conference.<br />

The Companies are developing a strategic communications plan for the Light<br />

Commercial ENERGY STAR ® Boiler program. The plan should include:<br />

• Direct email advertising;<br />

• Additional, targeted magazine/newsletter advertising;<br />

• On-bill advertising to Rate 2 (Small Commercial) and Rate 3 (Large<br />

Commercial) customers;<br />

• Contractor and engineer information sessions;<br />

• Additional information sessions on Vancouver Island;<br />

• More leveraging of industry partner relationships; and<br />

• A program feedback session with key stakeholders.<br />

The Companies believe it is too early to consider performing an in-depth analysis of<br />

the energy savings of the Light Commercial ENERGY STAR ® Boiler program.<br />

Performing such an analysis requires enough participants with new boilers installed<br />

for at least one full heating season to generate statistically significant results.<br />

A study similar to that conducted on the Efficient Boiler program could be conducted<br />

after a sufficient number of program participants have had their new boilers in<br />

operation for at least one full heating season. The Companies estimate that such an<br />

evaluation could take place as early as the summer of 2012, though 2013 is more<br />

likely. Based on the final cost of the Efficient Boiler program evaluation, it is expected<br />

that an evaluation of the Light Commercial ENERGY STAR ® Boiler program should<br />

cost approximately $50,000.<br />

Program Results<br />

As with the Efficient Boiler program, the solid net benefit-to-cost ratio of high efficiency boilers<br />

continues to generate a respectable TRC ratio, in this case of 1.6. NOTE: the TRC score for <strong>FEI</strong><br />

new construction is based on the data from a single participant and cannot be considered<br />

representative for this segment.<br />
