consultation phase. These activities, in conjunction with those of other key stakeholders, provide<br />

guidance to the final objectives.<br />

Developing Regulations: Direct involvement with strategic steering committees, technical<br />

committees, and technical subcommittees for developing regulations and standards, as well as<br />

supporting studies and projects that provide information to help develop codes and standards.<br />

These activities directly enable standards development.<br />

Table 11-5 identifies areas of operation and expenditures for <strong>2010</strong>.<br />

Note: The surplus in <strong>FEI</strong> expenditures in Q4 represents an EnerGuide participation<br />

reimbursement of costs related to the Companies’ involvement on the National EnerGuide<br />

Evaluation Committee.<br />

It should be noted that <strong>EEC</strong> funds are only utilized to support the Companies’ work on codes<br />

and standards in relation to areas that directly affect <strong>EEC</strong> programs and program development.<br />

Other work performed on codes and standards is covered by the Companies’ Energy Products<br />

and Services department.<br />

The following sections highlight codes and standards as they apply to <strong>EEC</strong> program areas for<br />

<strong>2010</strong> and are presented in the order of the Companies’ involvement levels as outlined above -<br />

monitor, influence, and participate.<br />

11.2.3.2 Standards and Company Involvement: Monitoring Level<br />

Commercial Water Heater and Boiler Regulations<br />

There were discussions for regulation changes to commercial water heater or commercial boiler<br />

standards to try to standardize units of energy. The United States uses American Standard units<br />

and official Canadian codes and standards use Scientific International (SI) units. Codes and<br />

standards are usually written with one set of units prescribed and the other set of units in<br />

brackets for information only. There are differences in how efficiency is calculated and there are<br />

differences in how energy input is reported. There was no resolution to this issue although there<br />

is more clarity since the discussions took place.<br />

Residential Furnace Regulations<br />

For new construction, gas furnaces manufactured on or after January 1 2008 must have a<br />

minimum Annual Fuel Utilization Efficiency (“AFUE”) level of 90 percent. For existing dwelling<br />

retrofits, gas furnaces manufactured on or after December <strong>31</strong>, 2009 must have a minimum<br />
