The project is agreed to be implemented by the customer as a whole (i.e.<br />

partially completed projects are not eligible for any incentives); and<br />

The study must promise long term savings. The amount of savings that<br />

will be revealed by the study should be greater than what is required to<br />

cover the incremental cost.<br />

• A business case analysis for the project will be created by the Companies. The main<br />

business items that will be covered in the business case are as follows: objective and<br />

description of the project including benefits of doing the project, project outline,<br />

cost/benefit analysis, project risks, and risk mitigation strategies, along with a project<br />

budget;<br />

• Potential program partners may be identified (i.e. BC Hydro, <strong>FortisBC</strong> Inc. Ministry of<br />

Energy and Mines and NR Can). If there is any existing potential partner, an incentive<br />

based on a cost sharing program or solution will be developed with the potential program<br />

partner;<br />

• Senior <strong>FEI</strong> management signs off on the <strong>FEI</strong> business case;<br />

• A preliminary legal agreement will be developed to cover off business items between the<br />

customer and <strong>FEI</strong>;<br />

• Project roll out; and<br />

• Ongoing project tracking and evaluation.<br />

9.2 <strong>2010</strong> Industrial Program Area Results<br />

<strong>2010</strong> was spent developing the industrial program area strategy described in Section 9.1.5<br />

above and with site visits to customers’ facilities. No industrial programs were launched in <strong>2010</strong>;<br />

therefore, no results are presented here.<br />

9.3 <strong>2011</strong> Industrial Program Area Outlook<br />

In <strong>2011</strong>, the Companies intend to initiate a pilot program called the Pulp and Paper Industry<br />

Heat Exchanger program, as well as broaden their commitment to the energy audit funding<br />

program. Table 9-1 represents <strong>FEI</strong>’s initial, high level estimate of the expenditures that will be<br />

required to support these activities for the industrial sector. It includes funding for:<br />

• Heat exchanger pilot program and forecasted funding for other pulp mills;<br />

• Burner management control;<br />

• Stakeholder activity related to workshops and customer meetings; and<br />

• A series of in-depth energy savings potential studies, or mini-CPRs, with individual<br />

customers in the food processing, manufacturing, and forest products sectors.<br />
