MINUTES OF THE ORDINARY MEETING OF COUNCIL
18 SEPTEMBER 2012
Submission
Number
Submission Details
Officer's Comment
3 We have no objections to the proposal. The comment of no objection is noted.
4
The proposal will result in a reduction in
the number of available parking bays
available at a centre where parking is
already at a premium.
The proposed car wash will result in
noise pollution due to additional vehicle
movements and noise of machines used
to clean the cars.
It is acknowledged that the proposed
development, in conjunction with parking
provided on site not being in accordance
with the previously approved layout, results
in a technical parking shortfall on site. Car
parking is discussed in further detail later in
this report.
The car wash is manual with all cleaning
completed by hand-held equipment, and
the development will be required by the
City’s Health and Compliance Business
Unit to comply with the Environmental
Protection (Noise) Regulations 1997. Noise
impacts are therefore expected to be
minimal and controllable.
5
An application for a car wash here has
previously been rejected by Council.
Trading hours, particularly once Sunday
trading is introduced, will result in an
adverse impact upon the ability for
surrounding residents to have “quiet
time” in the area.
The car wash will have result in
additional traffic coming to and from the
site and travelling through the
surrounding residential area, including
exacerbating the existing problem of “rat
running”.
Increased traffic will conflict with the
existing child care centre on Oats Street,
putting children at risk.
The proposed car wash will result in
noise pollution due to additional vehicle
movements and noise of machines used
to clean the cars.
Two other car washes already exist in
close proximity – there is no need for an
additional car wash in this area.
Potential target for anti-social behaviour.
Adverse impact upon property values.
Does not form part of the strategic plan
for Precinct 5 of TPS38.
The application previously refused by
Council on 27 September 2005 was in a
different location, being the underground
car park accessed via Ellen Stirling
Boulevard. That application was refused by
Council, partly because the City’s Traffic
Design Engineer was not supportive of the
proposed location as it was not considered
to facilitate a safe shopping centre car park
environment. The Traffic Design Engineer
has reviewed the subject application and is
supportive of the location proposed as part
of the subject application.
Trading hours are not a valid consideration
as these are determined by the State
Government.
The proposed motor vehicle wash is not
considered to exacerbate the current levels
of traffic on the basis that the vehicles
being washed will be visiting the site for
shopping purposes in any case.
The car wash is manual with all cleaning
completed by hand-held equipment, and
the development will be required by the
City’s Health and Compliance Business
Unit to comply with the Environmental
Protection (Noise) Regulations 1997. Noise
impacts are therefore expected to be
minimal and controllable.
