MINUTES OF THE ORDINARY MEETING OF COUNCIL 18 SEPTEMBER 2012 Background The ‘Mount Flora Water Tower (Former) and Lookout’ (also known as Laurie Strutt Reserve) Lot 202, House Number 30, Elvire Street, and Lot 50, 30A Elvire Street, Watermans Bay (referred herein as the place), is to be considered by the Register Committee of the Heritage Council of Western Australia for possible Interim Listing into the State Register of Heritage Places (State Register). The land and buildings are owned in Fee Simple by the City of Stirling. The State Register is a list of places throughout the State which have a high level cultural heritage significance. Places on the State Register have statutory protection under the Heritage of Western Australia Act (1990). MINUTES OF THE ORDINARY MEETING OF COUNCIL 18 SEPTEMBER 2012 Any person can nominate a place for consideration for possible entry into the State Register of Heritage Places. A preliminary heritage assessment of the Place determines whether the Place meets the threshold for further consideration. If it meets this threshold, it is included in the State Office of Heritage’s Assessment and Registration Program. The Program is staged over each financial year. As part of the registration process, a full heritage assessment is undertaken and presented to the Heritage Council’s Register Committee with a recommendation for registration. If endorsed by the Register Committee, consultation with all stakeholders (e.g. owners, lessees and the local government authority) is undertaken. The outcomes of that consultation are presented to the Register Committee which then proceeds to make a recommendation on the interim listing of the Place to the Minister for Heritage. Upon Ministerial approval, the place is deemed to be entered into the State Register of Heritage Places on an Interim basis. As such, the same statutory protection is afforded to places with either an interim listing or a permanent listing. The ‘Mount Flora Water Tower (Former) and Lookout’ has been identified by the City as having local cultural heritage significance and is included on the City’s Municipal Inventory (as Category 2A – Conservation Recommended). Other City assets currently listed on the State Register of Heritage Places include the 'Memorial Gardens and Recreation Reserve Mount Lawley' (including the Mount Lawley Bowling Club and War Memorial) and the 'Scarborough Clock Tower'. Comment 1. Heritage Council Advice The State Office of Heritage has advised the City that as part of the registration process, a full heritage assessment of the ‘Mount Flora Water Tower (Former) and Lookout’ and the surrounding Laurie Strutt Reserve has now been completed. The Heritage Council’s Registration Committee has resolved that the place is of cultural heritage significance in terms of the Heritage of Western Australia Act 1990, and that stakeholders should be consulted on the proposed registration. The State Office of Heritage is now seeking the comments of the City, as both the Owner, and Local Government Authority. The Register entry will be based on:- Heritage assessment documentation; Curtilage plan – showing the area of land that is proposed to be registered; and Zones of significance plan – showing level of significance of the various areas. All documentation is attached to this report. The draft assessment documentation (Attachment 1) details the criteria on which the significance of the place has been based, as well as other supporting and documentary evidence. The Statement of Significance for the place is:- “Mount Flora Water Tower (Former) and Lookout, a former 220,000 gallon reservoir water tank which has been adapted into a local history museum, located within a landscaped reserve with associated buildings, has tangible and intangible cultural heritage significance for the following reasons: The place was an important component in the development of the metropolitan scheme water supply, and enabled the expansion of the north west suburban corridor following its construction in 1942; 131
