Note the nominated organisation will take responsibility for traffic wardens and be required to submit a traffic management plan. Community Safety Waste Management Site inspection Additional collection of waste generated from the weekend activity or alternatively nominated organisation running the markets are required to provide commercial waste collection service as part of the waste management plan. Regular site inspection to ensure site is left neat and tidy with no damage and conduct street cleaning (to be at cost of market organiser). Waste & Fleet Engineering Operations It should be noted that the overall coordination and the development and assessment of the Expression of Interest would be the responsibility of the Economic Development and Urban Regeneration Business Unit. Currently the only resource this Business Unit has with the ability to complete such a project is a 0.6 FTE position. This is not sufficient resources given other projects of a higher priority taking precedence and it would therefore be required to provide additional resources to manage the Expression of Interest process that are set out in the Financial Implications section of this report. Consultation/Communication Implications The Mirrabooka Square Shopping Centre and the Public Transport Authority have been identified as the most likely to be affected with the establishment of a community market. The Mirrabooka Square Shopping Centre’s comments are noted in this report. With regard to the Sudbury Road site, discussions have occurred with the Public Transport Authority who indicated that they would not be supportive of the road closure as it would view this as a poor statement from the City on the value of public transport. They did however state that if Sudbury Road proved to be the most feasible option for the establishment of the markets, they would adhere to the road closures for the duration of the markets. The Public Transport Authority’s preferred day would be Sunday as this would least disrupt its bus services. It would be a requirement that the Mirrabooka Market Management conduct further consultation with the local community. In the event Sudbury Road is the chosen site, ongoing collaboration with the Public Transport Authority would also be required to minimise disruption to the local bus services. Policy and Legislative Implications There may be some implications in relation to National Competition Policy. 294

Advertisement in the Stirling Times Facilitation of Entertainment To call for expressions of interest. $1,027 Council could consider the facilitation of entertainment for the markets. There are a number of local community groups who could be considered and have provided entertainment at community events such as Harmony Day. This would come at an approximate cost of $500 per market event. Appointment of a 0.4 FTE Level 5 Officer for a four (4) month period – $6,593 plus advertising cost of approximately $3,000. Appointment of a consultant at an estimated $150 per hour for 62 hours approximately – $9,300 $12,000 for the full season If the City were to support establishment and promotion in the market as highlighted in the table the estimated cost would be up to $22,327.
