Sargent, Stewart, Tyzack and Willox.
Against: Councillor Jenkinson.
Committee Recommendation
That the item relating to Lot 4, House Number 388, Scarborough Beach Road - Addition to
Westfield Innaloo - (Use Not Listed) - Manual Car Wash be REFERRED to the Council
meeting to be held 18 September 2012 to enable further information to be provided to
Councillors.
Officer's Recommendation
1. That pursuant to Clause 2.8 of Town Planning Scheme No.38, the as-constructed car
parking layout containing 1851 bays at Lot 4, House Number 388, Scarborough Beach
Road, Innaloo, be APPROVED.
2. That pursuant to Clause 2.8.2 of Town Planning Scheme No.38, the application for a
Use Not Listed (Manual Car Wash) at Lot 4, House Number 388, Scarborough Beach
Road, Innaloo, be APPROVED subject to the following conditions:-
a. Vehicular washing, parking and manoeuvring areas indicated on the approved
plan being sealed and drained to the satisfaction of the Manager Approvals;
b. The hours of operation for the Manual Car Wash are restricted to the opening
hours of the shopping centre; and
c. All waste water to be discharged by sewer.
3. That the Western Australian Planning Commission be ADVISED of Council’s decision.
Report Purpose
To consider a development application for a Use Not Listed (Manual Car Wash) at Lot 4,
House Number 388, Scarborough Beach Road (Westfield Innaloo), which is a “Use Not
Listed” under the provisions of Town Planning Scheme No.38. Council’s consideration of the
application is also required due to a modification to the previously agreed parking ratio for
the subject site.
