The City’s Engineering Design Business Unit is currently undertaking engineering detail
design of the civil components for Separable Portion 1 as part of their work scope and are
now in a position to commence engineering detail design of Separable Portion 2, the
Southern Beach and Esplanade.
On the 6 August 2012, the Executive Team approved the design brief to procure Landscape
Design Services for Separable Portion 2 be submitted to Council for consideration. The
City’s Purchasing and Tender Management Practice section 5.8.2 required that a design
brief for consultancy services with an estimated value of over $100,000 must be approved by
Council.
Comment
To progress detailed design of further stages and ensure consistency between the
engineering and landscape design, it is recommended that the City seek quotations for a
consultant to provide landscape detail design services for Separable Portion 2. Two
consultants are available for selection from the City’s Infrastructure panel and as such no
tender is required.
The scope of works involves the preparation of full landscape detailed design, specification
and tender documentation for Separable Portion (SP) 2. The design brief for the provision of
Landscape Design Services to develop the Scarborough Beach Urban Design Master Plan
Separable Portion 2 is attached in Appendix 1.
Consultation/Communication Implications
Nil.
Policy and Legislative Implications
The consultancy services will be procured in accordance with the City’s Purchasing and
Tender Policy and the Local Government Act 1995.
Financial Implications
Quotes will be sought from two (2) consultants from the City's approved consultancy panel. It
is estimated that cost for detailed design will be in the order of $150,000, based on previous
quotation received for landscape detailed design services for Separable Portion 1.
Funds have been budgeted for this purpose in Account H0028-3321.
