Committee Recommendation That pursuant to Section 75 of the Planning and Development Act 2005, an Amendment to Local Planning Scheme No.3 for the Dianella Centre Plan area, as detailed in Attachment 2 of the Manager City Planning's report, be INITIATED and PROCESSED in accordance the Town Planning Regulations 1967. Officer's Recommendation That pursuant to Section 75 of the Planning and Development Act 2005, an Amendment to Local Planning Scheme No.3 for the Dianella Centre Plan area, as detailed in Attachment 2 of the Manager City Planning's report, be INITIATED and PROCESSED in accordance the Town Planning Regulations 1967. Report Purpose To consider modifications to the City’s Local Planning Scheme No.3 (LPS3) for implementation of the Dianella Centre Plan. Background The potential for redevelopment of the Dianella commercial area, corner of Alexander Drive and Grand Promenade, has been a focus for the City since the Dianella Local Area Plan was completed in 2007. After completing a precinct study in 2009, the City engaged Hassell consultants to prepare a draft Centre Plan for the precinct to define a vision for and direct future redevelopment at the Centre. The draft Dianella Centre Plan has been prepared in accordance with the Western Australian Planning Commission’s 'State Planning Policy - Activity Centre’s for Perth and Peel’. The draft Plan was first prepared in 2011 and has been amended several times and undergone community consultation on two (2) occasions, May - July 2011 and April - May 2012. The Dianella Centre Plan was adopted by Council on 21 August 2012 (Council Resolution Number 0812/043). 271
