Contract Services and not Consultancy Services
The City’s Corporate Strategic Asset Management System - ASSETIC Software is user
definable software. It is critical the City develops its Strategic Asset Management
Frameworks to align with the science and principles underlying ASSETIC. ACEAM is a
company related to ASSETIC to deliver training as part of ASSETIC implementations. In light
of this the City is proposing we engage ACEAM to develop and deliver training and
implementation of Strategic Asset Management Process Framework which includes:-
Asset componentisation;
Asset hierarchy structures;
Level of Service Framework and KPI structure;
Asset assessment criteria - condition, functionality and Capacity;
Service Hierarchy definitions;
Treatment decision matrices;
Life profiles;
Degradation models for long term analysis and valuations; and
Fair Value methodology.
This approach combines industry expertise with significant specific operational knowledge of
ASSETIC allowing seamless import into ASSETIC.
In this process, the focus will be to engage Infrastructure Services Directorate, Finance and
Asset Management Business Units and facilitate frameworks via training, templates,
documentation and implementation. The methodology is to transfer knowledge, so that at the
end of the process the City is self-sustainable in best practice Asset Management.
The key deliverables of this Contract are:-
Developing and equipping key Officers in service-centric asset management thinking;
Developing a total Asset Management framework based on National Asset
Management Framework core competency requirements;
Developing service level frameworks and financial modelling that enable long term
rationalisation of service delivery;
Supporting long term financial planning as required by the IPR and enable accurate
reporting of Fair Value; and
Preparation for the development of Asset Management Plans.
