MINUTES OF THE ORDINARY MEETING OF COUNCIL 18 SEPTEMBER 2012 The following are the options and key considerations for the proposed operating hours for the Mirrabooka Markets:- Friday Evening 4.00pm to 9.00pm Friday Night Markets could provide the following key benefits:- The attraction of after work commuters from the Mirrabooka Bus Station (subject to being held either along Sudbury Road or at Mirrabooka Library car park); Would not directly conflict with the daily trade of the centre and surrounding retailers; No conflict with food court operators within these hours; Would not compete for car parking space; Could potentially have ‘flow-on’ benefits for Big W, Coles, Kmart and Woolworths that are all open until 9.00pm at the Mirrabooka Square Shopping Centre (subject to being held at the Town Square, Sudbury Road or at the Mirrabooka Library car park); Preferred day and time of existing local retailers; The provision of shade protection for patrons and stallholders would not be an issue at this hour of the day; Night-time entertainment could promote a ‘festive’ type atmosphere; If held along Sudbury Road, road closures would cause less impact to traffic and bus services than if held on a Saturday; and Provide an active and lively space at a time when anti-social behaviour is most prevalent, thereby potentially improving the safety of the area. The disadvantages of a Friday-night market would be:- Stallholders may prefer a day market as opposed to night time to trade; Additional security measures may need to be implemented; and Patrons such as families may be less willing to visit the markets at night. Saturday 10.00am to 2.00pm Saturday Markets have been suggested at the times of 10.00am to 2.00pm given previous experience of hosting events in Mirrabooka. This experience has shown that the Mirrabooka community have preference for events held later in the day (generally after 10.00am). This would also be the recommended timing for the Sunday markets. Saturday Markets could provide the following key benefits:- Being a busy shopping day the markets would benefit from increased customers; Could provide flow-on benefits to local retailers; Could attract patrons from sport activities at the Herb Graham Recreation Centre; and Less likely to have anti-social behaviour issues in the daylight hours. The disadvantages of a Saturday market would be:- Potential conflict with Mirrabooka Square Shopping and local retailers, particularly if food stalls were an aspect of the market; 292
MINUTES OF THE ORDINARY MEETING OF COUNCIL 18 SEPTEMBER 2012 Car parking conflict given this is the busiest shopping day of the week; The provision of shade would be an issue in the summer months and lack of natural shade in the locations identified; and If held along Sudbury Road, there would be increased implications with regard to traffic and bus services from road closure. Sunday 10.00am to 2.00pm Sunday Markets could provide the following benefits:- Could attract patrons from sport activities at the Herb Graham Recreation Centre; Less likely to have anti-social behaviour issues in the daylight hours; If held along Sudbury Road, road closures would cause less impact to traffic and bus services (prior to Sunday Trading commencing at 11.00am) than if held on a Saturday; and This is the preferred day for the Public Transport Authority. The disadvantages of a Sunday Market would be:- With the implementation of Sunday Trading, there would be direct competition with local retailers and car parking from 11.00am onwards; This time could conflict with the attendance of church; and The provision of shade would be an issue given the summer months and lack of natural shade in the locations identified. Market Management The City has not made provision to support or promote markets at Mirrabooka in the 2012/2013 budget. The City has been approached by the Nollamara RSL and Rotary Club of Morley. Both are experienced in the successful establishment of markets and are likely to respond to a potential call for expressions of interest for such a project. It is proposed that an Expression of Interest be submitted by parties wishing to establish markets in Mirrabooka. In order to test the market, the City could call for expressions of interest in establishing and operating a market in Mirrabooka. The research contained in this reports suggests a Friday evening culturally themed market would have the best opportunity of success.
