In relation to the submissions received by the City, it would appear that most submitters are
concerned about the Music Academy and associated noise. The submissions do not raise
concerns with the other businesses on the site. Parking is also cited as an area of concern
(refer to Comment section below).

Operating hours
The applicant has provided the operating hours of the various unauthorised businesses
occupying the ground and first floors:-
Hairdresser – Monday to Friday, and Saturday mornings;
Podiatrist – Monday to Friday 8.30am to 5.00pm; Wednesday 8.30am to 6.00pm; 8.30am to
12.00pm every second Saturday;
Video Store – 10.00am to 10.00pm Monday to Saturday, 10.00am to 9.00pm Sundays; and
Music Academy – Monday to Thursday 2.30pm to 9.00pm, Friday 2.30pm to 6.00pm and
Saturday 9.00am to 3.00pm.
The applicant has also provided information as to how long each business has been in
operation at the premises:-
Hairdresser – 13 years;
Podiatrist – 9 years;
Video Store – 25 years; and
Music Academy – 20 years.
It is evident that the current businesses have been operating (with limited complaint) for a
number of years. The main concerns, which have been directed towards the City are for the
most part, in relation to noise emanating from the music school. This is discussed in more
detail in this report.
