MINUTES OF THE ORDINARY MEETING OF COUNCIL 18 SEPTEMBER 2012 Council Resolution 0912/046 Moved Councillor Lagan, seconded Councillor Tyzack That the item relating to the Strategic Asset Management Process Framework Training and Implementation - Approval of Contract be REFFERED to the Resource Management Committee meeting to be held on 25 September 2012 for the presentation of a more detailed report showing all associated costings relating to the ASSETIC platform. The motion was put and declared CARRIED (13/0). For: Councillors Boothman, Cooke, Ferrante, Italiano, Jenkinson, Lagan, Michael, Proud, Robbins, Sargent, Stewart, Tyzack and Willox. Against: Nil. Officer's Recommendation 1. That Council APPROVE entering into a contract with ACEAM Pty Ltd for the development and delivery of training and implementation of Strategic Asset Management Process Framework for the total cost of $160,000. 2. That Council APPROVE the transfer of $80,000 from the consultancy budget (A0267- A-3321-0000) of Strategic and Business Planning budgeted for Local Government Reform to Asset Management Business Unit external contract services budget (A0123-A-3324-0000). NB: ABSOLUTE MAJORITY VOTE REQUIRED AT COUNCIL Report Purpose To seek approval to enter into a contract of over $100,000 with ACEAM Pty Ltd for the development and delivery of training and implementation of a Strategic Asset Management Process Framework in accordance with the Department of Local Government Integrated Planning and Reporting Framework (IPR) and the Fair Value mandates required by the Accounting Standards. MINUTES OF THE ORDINARY MEETING OF COUNCIL 18 SEPTEMBER 2012 Background All Local Governments are currently required to produce a plan for the future under Section 5.56(1) of the Local Government Act 1995 (the Act). The IPR provides the basis for improving the practice of strategic planning in Local Government. It addresses the minimum requirements to meet the intent of the Act and outlines processes and activities to achieve an integrated strategic plan at the individual Local Government level. Implementing the IPR addresses two (2) main key Local Government planning processes:- Strategic Community Planning and Corporate Business Planning. The process through which the Corporate Business Plan is developed incorporates:- Activating the Strategic Community Plan; Operations Planning – including:- o Asset Management; o Financial Management; and o Workforce Management. The City has embraced the requirements set by the IPR and is actively working towards achieving Advanced Practices with respect to Asset Management by 30 June 2013. Comment Data collection and analysis is an integral part of Asset Management. In 2008, the City identified the need to undertake economic investment analysis on its infrastructure and building assets for the purpose of identifying improvement programs and developing optimum maintenance strategies rather than continuing with the traditional methods based on a flat annual allocation for asset renewals or the rule of thumb of renewing of assets based on age with little or no consideration given to condition, function, capacity or use of the asset. Sound economic investment analysis can only be carried out within Asset Management Systems. This necessitated the City to research available Asset Management Systems based on the City’s requirements, whole of life cost, benefits, technical support. Feedback was obtained from sites using different Asset Management Systems. The ASSETIC software emerged as the most appropriate system for the City's needs. In 2011 TechnologyOne entered into a strategic partnership with ASSETIC to deliver a total Asset Management package. The TechnologyOne Suite provides majority of the City’s core systems. The City acquired the ASSETIC Software in 2010 and expects to generate the following outputs:- Network modelling and optimised analysis used in the preparation of renewal and preventive maintenance programs; Long Term Financial Plan (LTFP) - 10 year forecast as required by IPR; Current network condition with impacts on the costing of levels of service; 351
