In addition to the above, a 20 signature petition was also submitted objecting to the
proposed development. It is noted that five (5) of the people who signed the petition also
made their own separate submissions. The petition specified that the grounds for objection
were as follows:-
"We the undersigned oppose the construction of a car wash as advertised by the Shire
at the rear of Westfield Innaloo Shopping Centre.
We, the community of Innaloo (Precinct 2 and 5) already have a petition lodged with
the Shire regarding traffic calming and the lack of footpaths in our area. We feel the
location and building of a car wash will influence and increase traffic in our local
streets, including the amount of rat running that is prevalent."
The comments made in the petition are noted, and the lead petitioner has been advised that
the petition has been received by the City, and that they will be advised when the matter is to
be considered by the Planning and Development Committee. The concerns raised in the
petition are addressed in the City’s comments further in this report.

Applicant's Response to Submissions
The applicant has provided the following response to the reasons for objections identified in
the submissions received during the consultation period:-
Reason for objection
The proposal will result in a reduction in the number of available parking bays available at a
centre where parking is already at a premium.
Applicant’s response
This issue should be dealt with reference to the Car parking report already submitted.
Reason for objection
The car wash will have result in additional traffic coming to and from the site and travelling
through the surrounding residential area, including exacerbating the existing problem of “rat
running”.
Applicant’s response
As noted in the letter from the Car Wash operators, the provision of a car wash within
shopping centres is generally considered by centre operators as a ‘service’ to customers
who are already visiting the centre. It is our experience (and reinforced by the operators
comments) that there should be little or no effect of incremental traffic due to this usage.
