competition are not valid planning
considerations.
The proposed development is not expected
to be a target for antisocial behaviour, but
rather may enhance security in this area as
the business will be manned, thereby
providing passive surveillance of the
vehicles parked in this area.
Impact upon property values in not a valid
planning consideration.
The subject site is located within Precinct 1
of TPS38, within which an Automatic Car
Wash is a Preferred Use. The fact that the
car wash is manual does not change the
nature of the land use significantly enough
to no longer be considered in accordance
with the objectives of that precinct.

The car wash will have result in
additional traffic coming to and from the
site and travelling through the
surrounding residential area, including
exacerbating the existing problem of “rat
running”.
The lack of footpaths in the area already
puts pedestrians at risk – additional
vehicle traffic as a result of the car wash
will increase this risk.
The proposal will result in a reduction in
the number of available parking bays
available at a centre where parking is
already at a premium.
The car wash will have result in
additional traffic coming to and from the
site and travelling through the
surrounding residential area, including
exacerbating the existing problem of “rat
running”.
The proposed manual vehicle wash is not
considered to exacerbate the current levels
of traffic on the basis that the vehicles
being washed will be visiting the site for
shopping purposes in any case. The
proposal is therefore not expected to have
an adverse impact upon pedestrian safety.
It is acknowledged that the proposed
development, in conjunction with parking
provided on site not being in accordance
with the previously approved layout, results
in a technical parking shortfall on site. Car
parking is discussed in further detail later in
this report.
The proposed manual vehicle wash is not

of traffic on the basis that the vehicles
being washed will be visiting the site for
shopping purposes in any case.
