The asterisks <strong>in</strong>dicate where changes are significant at the 95 per cent confidence level, apply<strong>in</strong>g the Poisson probability<br />
distribution. Significance test<strong>in</strong>g helps to identify where change is associated with random change and where it is statistically<br />
significant. Given a set of two different numbers, the difference between these numbers is statistically significant where we<br />

Strategic frameworks for road safety<br />
Road safety data <strong>in</strong>dicates that approximately 92 per cent of all contributory factors<br />
recorded for collisions <strong>in</strong> <strong>London</strong> were due to human error. This has <strong>in</strong>formed our<br />
whole approach to road safety, which is now refocused on ensur<strong>in</strong>g our actions<br />
more effectively address the five ma<strong>in</strong> sources of road danger:<br />
• travell<strong>in</strong>g too fast<br />
• becom<strong>in</strong>g distracted<br />
• undertak<strong>in</strong>g risky manoeuvres<br />
• driv<strong>in</strong>g under the <strong>in</strong>fluence of alcohol or drugs<br />
• fail<strong>in</strong>g to comply with the laws of the roads.<br />
TfL has been work<strong>in</strong>g towards the six commitments published <strong>in</strong> Safe Streets for<br />
<strong>London</strong> (https://tfl.gov.uk/corporate/safety-and-security/road-safety/safe-streetsfor-london).<br />
Lead the way <strong>in</strong> reduc<strong>in</strong>g the number of people killed or seriously <strong>in</strong>jured on the<br />
Capital’s roads by 50 per cent by 2020<br />
• The Safer Lorry Scheme is <strong>in</strong> operation: s<strong>in</strong>ce 1 September 2015 all HGVs above<br />
3.5 tonnes must be fitted with additional safety mirrors and side-guards <strong>in</strong> order<br />
to drive <strong>in</strong> <strong>London</strong>.<br />
• Improv<strong>in</strong>g freight safety with the design of safer urban construction vehicles<br />
that reduce deadly bl<strong>in</strong>d-spots and improve drivers’ direct vision to give<br />
maximum visibility of vulnerable road users. Earlier this year, 15 new or<br />
modified vehicles with hugely reduced bl<strong>in</strong>d spots were exhibited <strong>in</strong> <strong>London</strong> and<br />
are now be<strong>in</strong>g trialled by a range of companies.<br />
Prioritise the safety of the most vulnerable groups – pedestrians, cyclists and<br />
motorcyclists<br />
• Featur<strong>in</strong>g road safety and cycle tra<strong>in</strong><strong>in</strong>g across all 33 <strong>London</strong> boroughs.<br />
• Wide-rang<strong>in</strong>g awareness campaigns that target the ma<strong>in</strong> causes of death and<br />
serious <strong>in</strong>jury on <strong>London</strong>’s roads (the ‘sources of danger’ approach).<br />
