6. Safety and security on the transport networks<br />

More fund<strong>in</strong>g for road safety, <strong>in</strong>vested <strong>in</strong> the most effective and <strong>in</strong>novative<br />

schemes<br />

• Major <strong>in</strong>frastructure improvements as part of the Mayor’s £4bn <strong>in</strong>vestment <strong>in</strong><br />

the Road Modernisation Plan, <strong>in</strong>clud<strong>in</strong>g: the Better Junctions Programme, <strong>in</strong><br />

which 33 of the worst perform<strong>in</strong>g junctions for cyclists will be redesigned; and<br />

the development of the North-South and East-West Cycle Superhighways<br />

Increase efforts with the police, boroughs and enforcement agencies <strong>in</strong> tackl<strong>in</strong>g<br />

dangerous and careless road user behaviour that puts people at risk<br />

• Road safety operations with the Metropolitan Police Service Roads and<br />

Transport Polic<strong>in</strong>g Command (RTPC), where hundreds of officers are deployed<br />

to junctions across <strong>London</strong> to advise road users and enforce the rules of the<br />

road as part of Operation Safeway.<br />

• Operation W<strong>in</strong>chester was a month long campaign to firstly engage with<br />

motorcyclists, and later provide <strong>in</strong>creased enforcement and presence to reduce<br />

risky behaviours.<br />

• Target<strong>in</strong>g the most dangerous commercial vehicles through the Industrial HGV<br />

task force, funded by TfL and the DfT. In 2014, the Task Force conducted<br />

roadside operations that stopped 2,928 vehicles, issued 1,174 penalty notices<br />

and seized 25 vehicles<br />

Campaign for changes <strong>in</strong> national and EU law<br />

• TfL is lobby<strong>in</strong>g the DfT to revise the Highway Code to better promote the safety<br />

of pedestrians, cyclists and motorcyclists. We are lobby<strong>in</strong>g the DfT for the<br />

ability to civilly enforce advanced stop l<strong>in</strong>es and mandatory cycle lanes. We will<br />

cont<strong>in</strong>ue to ask the DfT for the Traffic Signs and Regulations General Directions<br />

to allow greater flexibility <strong>in</strong> road and signage design.<br />

• TfL is ask<strong>in</strong>g the European Commission to mandate pedestrian Automated<br />

Emergency Brak<strong>in</strong>g and Intelligent Speed Assistance <strong>in</strong> all new cars. TfL is also<br />

ask<strong>in</strong>g that the General Safety Regulations <strong>in</strong>clude ambitious requirements on<br />

direct driver vision for HGVs<br />

Work <strong>in</strong> partnership with boroughs and stakeholders to improve best practice and<br />

share data and <strong>in</strong>formation<br />

• TfL has provided <strong>London</strong> boroughs with free access to road safety data through<br />

MAST (Market Analysis and Segmentation Tools), an advanced onl<strong>in</strong>e road<br />

safety analysis tool. MAST allows users to ga<strong>in</strong> <strong>in</strong>sights <strong>in</strong>to collisions us<strong>in</strong>g a<br />

socio-demographic database, to help target market<strong>in</strong>g and behaviour change<br />

campaigns and to monitor trends <strong>in</strong> road safety.<br />

• In September 2015 TfL launched the Capital's first <strong>in</strong>teractive digital collision<br />

map at www.collisionmap.london, which is part of a cont<strong>in</strong>ued drive to improve<br />

road safety awareness to reduce the number of casualties on <strong>London</strong>’s roads.<br />

This creates a useful new way to <strong>in</strong>form road users about junctions with high<br />

collision histories and aid<strong>in</strong>g improvement work <strong>in</strong> l<strong>in</strong>e with TfL's commitment<br />

to improve transparency for customers and stakeholders.<br />

Open data<br />

There are many benefits <strong>in</strong> mak<strong>in</strong>g road safety data open such as enabl<strong>in</strong>g members<br />

of the public and stakeholders to <strong>in</strong>terrogate, monitor and more effectively track<br />
