<strong>London</strong>. Greater decl<strong>in</strong>es <strong>in</strong> average traffic speeds <strong>in</strong> the central area are likely to be<br />

attributable to greater temporary disruption to the road network <strong>in</strong> central <strong>London</strong>.<br />

Look<strong>in</strong>g at the 18-month comparison between 2008/09 and 2014/15 (table 4.9),<br />

average traffic speeds have decl<strong>in</strong>ed the most <strong>in</strong> the PM peak, by 9 per cent <strong>in</strong> the<br />

central area and 8 per cent <strong>in</strong> the <strong>in</strong>ner and outer areas respectively.<br />
