1. Introduction and contents<br />
1.3 Monitor<strong>in</strong>g the implementation of the Mayor’s Transport<br />
Strategy<br />
At the top level, the long-term transport outcomes sought by the MTS are<br />
monitored through a set of 24 quantitative strategic outcome <strong>in</strong>dicators. These<br />
provide a useful framework for assess<strong>in</strong>g progress ‘at a glance’, and are updated as<br />
appropriate throughout this report. However, these do not cover all aspects of<br />
transport that will be of <strong>in</strong>terest and do not, of themselves, provide a good <strong>in</strong>sight<br />
<strong>in</strong>to topical transport issues or their underly<strong>in</strong>g causes.<br />
It is therefore necessary to take a broader and deeper analytical view of transport<br />
trends and the factors affect<strong>in</strong>g them. This leads to relevant policy <strong>in</strong>sights and<br />
evidence to support the formulation of future transport strategies and plans.<br />
Provid<strong>in</strong>g these <strong>in</strong>sights and evidence base is the core role for <strong>Travel</strong> <strong>in</strong> <strong>London</strong><br />
reports.<br />
This role is given added impetus this year as TfL is likely to need to develop a new<br />
Transport Strategy follow<strong>in</strong>g the Mayoral elections <strong>in</strong> May 2016. It is therefore<br />
opportune for this eighth edition of <strong>Travel</strong> <strong>in</strong> <strong>London</strong> to take a more retrospective<br />
view <strong>in</strong> consolidat<strong>in</strong>g trends and developments over the nom<strong>in</strong>al eight-year term of<br />
the current transport strategy so far and sett<strong>in</strong>g them, <strong>in</strong> a broad and nonjudgmental<br />
way, aga<strong>in</strong>st the expectations set out when the MTS was drafted. In this<br />
way, and tak<strong>in</strong>g newer or more recent developments <strong>in</strong>to account, <strong>in</strong> particular<br />
those relat<strong>in</strong>g to the rapid growth of <strong>London</strong>, a broad evidence base can be<br />
provided to help those fram<strong>in</strong>g future strategies.<br />
1.4 Structure and content of this report<br />
This eighth <strong>Travel</strong> <strong>in</strong> <strong>London</strong> report is organised across two sections and 11<br />
chapters. The first n<strong>in</strong>e chapters focus on the Mayor’s six transport goals. The<br />
rema<strong>in</strong><strong>in</strong>g two are ‘Spotlight’ chapters, which provide an extended analytical focus<br />
on topical issues.<br />
• <strong>Travel</strong> demand and transport network performance (chapters 2 to 4). This<br />
section assembles and summarises trends and developments <strong>in</strong> travel demand<br />
and transport network operational performance, <strong>in</strong>clud<strong>in</strong>g the underly<strong>in</strong>g factors<br />
that <strong>in</strong>fluence these, such as population and economic growth. This section<br />
focuses on the first of the Mayor’s six transport priorities – support<strong>in</strong>g<br />
economic development and population growth – and also provides essential<br />
contextual <strong>in</strong>formation.<br />
• Progress with MTS transport goals (chapters 5 to 10). These chapters are<br />
framed around assess<strong>in</strong>g progress towards the wider canvass of MTS transport<br />
goals relat<strong>in</strong>g to safety and security, quality of life and the customer experience,<br />
local air quality and CO 2 , transport opportunities, the contribution of transport<br />
to economic development, connectivity, accessibility and diversity and prudent<br />
f<strong>in</strong>ancial and asset management. This section also updates some key <strong>in</strong>dicators<br />
relat<strong>in</strong>g to the legacy of the 2012 Games.<br />
• Chapter 11 is a ‘Spotlight’ chapter focus<strong>in</strong>g on TfL’s <strong>London</strong> <strong>Travel</strong> Demand<br />
Survey. LTDS has now completed 10 years of cont<strong>in</strong>uous surveys, and it is<br />
therefore appropriate to ‘take stock’ of what has changed, <strong>in</strong> terms of<br />
<strong>London</strong>ers’ travel behaviour, over this decade. The format of the chapter is to<br />
take a range of topical questions and see what LTDS tells us about how th<strong>in</strong>gs<br />
have actually changed over the decade.<br />
