ABSTRACT
This work has the purpose to configure the body of evidences in order to
approach the subject about drugs and its social, as well political, congruence. In a
larger scale, the set of problems around drugs as a social problem, mainly during the
young ages which is highly addicted not only because of the readiness for use, but
also because of the job offers feeding the lowest ranks in the drug business. As a
theoretical support, there was a research into an extensive set to discuss the social
policy prerogatives, as well as to confront about the educational policy matters and to
bring up the question about people’s participation and social work as a form of
copartnership, government, and citizenship. The politics surrounding the battle
against drug traffic, if you may call it this way, lacks theoretical concepts,
consistency, integration and efective orientation between two major groups:
repressive and preventive measures, that are categorized into segmented branches
about what overcomes more disagreement and little solution, even though it’s
seriousness. As a general conclusion, it was evident the lack of knowledge and
scientific information to guide the social intervention seen, so fragmented and lost
into customers, ignorance, policital and economical interests, prejudice and
subjectivizing. The general public accomodation to the circumstances points out to
the need of a fundamental notion and the opening for a public policy debate
regarding the present conflicts between the repressive and preventive measures.
