2.1.3.08 In ‘The order <strong>of</strong> discourse’, first published in 1971, Foucault described <strong>the</strong><br />

process <strong>of</strong> exclusion as having three external exclus ions and four internal procedures <strong>of</strong><br />

exclus ion. The three external exclus ions are:<br />

i. taboo s ubjects;<br />

ii. <strong>the</strong> distinction between insane and rational people as credible sources;<br />

iii. and, <strong>the</strong> division be tween true and false [in Mills, 2004, p57 and Mills,<br />

2005, p57].<br />

Mills [2004] describes <strong>the</strong> relationship between positions <strong>of</strong> power and acceptability <strong>of</strong><br />

knowledge as being true or false, as per <strong>the</strong> third external exclus ion, as:<br />
