DISTRICT COURT
• Impound Hearings
• Infractions – traffic and non-traffic
District Court provides justice by:
• Being open and accessible to all litigants, defendants and other court users.
• Providing due process and individual attention to each case.
• Providing prompt and efficient resolution of disputes.
• Ensuring that court decisions and actions are consistent with established rules and laws.
• Enforcing the court’s orders via probation services.
• Maintaining independence and parity with the legislative and executive branches of government.
• Ensuring that the court’s personnel practices and decisions reflect high standards of personal integrity and compliance
among court staff.
Probation Services:
• Performs post sentencing risk assessments to determine the appropriate level of defendant monitoring.
• Interviews all defendants in person following court dispositional hearings.
• Monitors offenders’ compliance with the court orders for chemical dependency treatment, domestic violence treatment,
sexual offender treatment, law abiding behavior and other sentencing requirements.
• Refers offenders to appropriate treatment and community resources.
• Motivates offenders to stay in treatment.
• Reports violations to the Prosecutor’s Office and ultimately to the court, for increased offender accountability.
• Assists all defendants applying for deferred prosecution with statutory requirements and treatment resources.
• Reviews all defendants’ requests for removal of ignition interlock devices from their automobiles, when court ordered as a
result of a DUI.
• Initiates the Interstate Compact on Adult Offender Supervision transfer process for defendants requesting to relocate to
another state.
• Screens all victims of domestic violence who request a modification or rescission of no contact order in District and
Superior Courts.

2008 Accomplishments:
District Court
We have contributed to Effective and Efficient County Services by hiring a probation manager.
Completed the reconfiguration of the District Courtroom 104.
Probation
All defendants are seen by probation services immediately following court hearings.
Completion of re-organization of probation services.
Probation Services Training Day for all staff. Training included initial introduction to Motivational Interviewing and team building.
Facilitated free training from the Department of Licensing to all municipal and district court staff, defense attorneys, deputy
prosecutors, and law enforcement. Training covered driving records and ignition interlock. Over 50 participants learned more
about Abstract Driving Records, Driver License Penalties and the criminal justice role.
Revised court report template for reporting probation violations.
Began work with IS on development of new case management software for probation services.

District Court
We will contribute to Safe and Healthy Communities by:
• Establishing a uniform firearm forfeiture procedure with all courts in Kitsap County.
• Developing uniform chemical dependency assessment forms and monthly treatment reports to be used by all
drug/alcohol agencies who report to any court in Kitsap County
