DISTRICT COURT<br />

• Impound Hearings<br />

• Infractions – traffic and non-traffic<br />

District Court provides justice by:<br />

• Being open and accessible to all litigants, defendants and other court users.<br />

• Providing due process and individual attention to each case.<br />

• Providing prompt and efficient resolution of disputes.<br />

• Ensuring that court decisions and actions are consistent with established rules and laws.<br />

• Enforcing the court’s orders via probation services.<br />

• Maintaining independence and parity with the legislative and executive branches of government.<br />

• Ensuring that the court’s personnel practices and decisions reflect high standards of personal integrity and compliance<br />

among court staff.<br />

Probation Services:<br />

• Performs post sentencing risk assessments to determine the appropriate level of defendant monitoring.<br />

• Interviews all defendants in person following court dispositional hearings.<br />

• Monitors offenders’ compliance with the court orders for chemical dependency treatment, domestic violence treatment,<br />

sexual offender treatment, law abiding behavior and other sentencing requirements.<br />

• Refers offenders to appropriate treatment and community resources.<br />

• Motivates offenders to stay in treatment.<br />

• Reports violations to the Prosecutor’s Office and ultimately to the court, for increased offender accountability.<br />

• Assists all defendants applying for deferred prosecution with statutory requirements and treatment resources.<br />

• Reviews all defendants’ requests for removal of ignition interlock devices from their automobiles, when court ordered as a<br />

result of a DUI.<br />

• Initiates the Interstate Compact on Adult Offender Supervision transfer process for defendants requesting to relocate to<br />

another state.<br />

• Screens all victims of domestic violence who request a modification or rescission of no contact order in District and<br />

Superior Courts.<br />

III.<br />

2008 Accomplishments:<br />

District Court<br />

We have contributed to Effective and Efficient <strong>County</strong> Services by hiring a probation manager.<br />

Completed the reconfiguration of the District Courtroom 104.<br />

Probation<br />

All defendants are seen by probation services immediately following court hearings.<br />

Completion of re-organization of probation services.<br />

Probation Services Training Day for all staff. Training included initial introduction to Motivational Interviewing and team building.<br />

Facilitated free training from the Department of Licensing to all municipal and district court staff, defense attorneys, deputy<br />

prosecutors, and law enforcement. Training covered driving records and ignition interlock. Over 50 participants learned more<br />

about Abstract Driving Records, Driver License Penalties and the criminal justice role.<br />

Revised court report template for reporting probation violations.<br />

Began work with IS on development of new case management software for probation services.<br />

IV.<br />

<strong>2009</strong> Goals and Objectives:<br />

District Court<br />

We will contribute to Safe and Healthy Communities by:<br />

• Establishing a uniform firearm forfeiture procedure with all courts in <strong>Kitsap</strong> <strong>County</strong>.<br />

• Developing uniform chemical dependency assessment forms and monthly treatment reports to be used by all<br />

drug/alcohol agencies who report to any court in <strong>Kitsap</strong> <strong>County</strong><br />
