2008 ACCOMPLISHMENTS<br />

• In 2008, the Road Maintenance group produced approximately 15,000 tons of asphalt grindings during<br />

maintenance operations. This led to the group being awarded the WasteWise Award for excellence in recycling.<br />

• Initiated construction of the Waaga Way Extension project.<br />

• In 2008, the maintenance group developed, equipped and implemented a salt brine program for snow and ice<br />

control.<br />

• The Road Division continued to implement programs to improve the quality of engineering designs and<br />

construction materials through improved communications, formal plan checking processes and materials testing.<br />

• The 6-Year Transportation Improvement Plan was developed using an inclusive, innovative project selection and<br />

prioritization process.<br />

<strong>2009</strong> GOALS & OBJECTIVES<br />

The Road Division will contribute to effective and efficient <strong>County</strong> services by:<br />

• Continuing to develop innovative policies and procedures to improve efficiency and productivity in conjunction<br />

with the American Public Works Association Accreditation process.<br />

• Insuring that road maintenance activities are completed in accordance with the Maintenance Management<br />

Program adopted and approved by the <strong>County</strong> Road Administration Board (CRAB)<br />

• Assuring that road maintenance activities protect threatened fish species by continued conformance with the<br />

Regional Road Maintenance Program.<br />

• Insuring that the Transportation Improvement Program (TIP) is developed in an objective and inclusive manner<br />

utilizing the Transportation Project Evaluation System.<br />

• Continuing to develop innovative methods of assuring cost effectiveness by utilizing recycled materials and other<br />

available raw materials. In <strong>2009</strong>, approximately 15,000 tons of asphalt grindings will be recycled into asphalt<br />

mix.<br />

• Improving communication and the base of knowledge between various Road Division groups to assure quality<br />

and efficiency.<br />

• Incorporating innovative low impact development methods into road improvement projects.<br />

This program is responsible for the general administration of for the Public Works Department. This program is<br />

responsible for Public Works payroll, accounts payable & receivable, utility billing, fiscal reports and budgeting,<br />

cost accounting capital assets inventory, Public Works personnel records, grants reimbursement vouchers, and<br />

management of the Open Line system.<br />

1. Expand the Open Line system to include other county departments.<br />

2. Update Public Works Department Disaster Response Manual.<br />

3. Develop public outreach program for department projects.<br />

4. Develop and implement written policies for Public Works practices through the APWA Self<br />

Assessment and Accreditation process.<br />

5. Assist in the negotiations for the renewal of the five Public Works union bargaining<br />

agreements.<br />

6. Support initiatives around Commissioner’s strategic priorities and long-range goals.<br />

7. Contribute to major interdepartmental initiatives.<br />
